The consulting services (“the Services”) is to conduct all aspects of the tracer studies of SBJ graduates. Working under supervision of the Project Management Unit (PMU) Team, the consulting firm will conduct three tracer studies approximately, one for each training cycle completed in 2026, 2027 and 2028, approximately six months after the completion of the high diploma and short-course training programs. The total expected sample size is about 1149 trainees and graduates, including 261 trainees and graduates on September 2026, 447 trainees and graduates on December 2027 and 441 trainees and graduates on July 2028, based on the sample size formulation in each tracer study (or as refined through a scientifically sound methodology proposed by the firm and approved by PMU). Additionally, a survey is to be conducted with 30 potential employers in automotive and electronics manufacturing in each tracer study.

Eligibility

  • The SBJ Project is now invites eligible National (Cambodian) Consulting firm’ “consultants” to assess the effectiveness of the SBJ with respect to the implementation of the ILDPs. The specific objectives of the consultancy are (i) The employers’ satisfactions measured; (ii) The graduates of project-supported training programs assessed. The shortlisting criteria are:
  • Interested National Consulting Firms must demonstrate 5 years or more experience in conducting tracer surveys in any sector, however, its most preference in education or Technical Vocational Education and Training (TVET) programs and experience in similar-scale in conducting tracer surveys with at least 03 contracts in education or Technical Vocational Education and Training (TVET) programs.
  • The Interested National Consulting Firms should be able to demonstrate 4 year-experience in conducting research in both remote rural and urban areas
  • Strong experience in Monitoring and Evaluation;
  • 3 year-experience in data collection and analysis using qualitative and quantitative methods, and report writing. The reports should be of sufficiently high quality, well-written and structured, simple and project management can access the previous developed report of the TA;
  • 3 year-experience and capacity to conduct research among diverse communities with diverse cultural backgrounds;
  • Capacity to organize logistics in remote parts of Cambodia and the urban slum areas of the major towns;
  • The Interested National Consulting Firms should demonstrate to have a team of staff that has been working in the firm or a data bank of specialized/skilled staff that is recruited in the firm.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, latest revised September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consulting firm will be selected in accordance with the procedures of Consultants Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
