The Government of the Kingdom of Cambodia (GKC) has received financing from the Asian Infrastructure Investment Bank (AIIB), in the form of a grant, Project Preparation Special Fund (PPSF), toward the preparation cost of the Emergency Rural Road Reconstruction Project (ERRRP), which is implemented by the Ministry of Rural Development (MRD), and intends to apply part of the proceeds for the consulting services for the Feasibility Study, Detailed Engineering Design, Environmental and Social Impact Assessment, and Environmental and Social Instruments for Rural Road Rehabilitation.

The consulting services are required for preparing the feasibility study (FS), a detailed design package, as well as the Environmental and Social Impact Assessment (ESIA) and Environmental and Social Management Planning Framework (ESMPF) for selected rural roads in the six provinces including Banteay Meanchey, Battambang, Kampong Chhnang, Kampong Thom, Pursat, Siem Reap province. The total length of the selected roads in six provinces is estimated about 642.8 km.

The assignment is expected to commence in October 2025 and be completed within approximately 9 months. The FS is expected to take 3 months, followed by 6 months for DED and ESIA/ESMPF (and related documents noted above).

The assignment shall be a lump-sum contract with specific outputs and deliverables, as stipulated in the subsequent sections of the TOR. It is estimated that about 67 person-months of international experts and 180 person-months of national experts for the Consultant' services.

Bidder Eligibility

  • The Ministry of Rural Development (MRD) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
  • Should not be debarred by AIIB. (https://www.aiib.org/en/about-aiib/who-we-are/debarment-list/index.html)
  • No conflict of interest for the consulting firm to provide the consulting services (Please refer to AIIB Directive on Procurement Instructions to Recipients: https://www.aiib.org/en/policies-strategies/_download/operational-directive/AIIB-Directive-on-Procurement-Instructions-for-Recipients-July-26-2024.pdf )
  • Be a firm or lead firm of a JV, with core business experience in highway infrastructure engineering design services or rural road infrastructure engineering design service and have at least ten (10) years of demonstrated experience in highway infrastructure engineering sector.
  • Be a firm or lead firm of a JV, with staff of the disciplines as mentioned in the consulting services of this TOR.
  • Be a firm or a JV, with sound technical and managerial organization.
  • Be a firm or lead firm of a JV, that have the proven record of completing at least two DED contracts in the highway engineering design sector or rural road engineering designed sector in the past ten years (2014-2024)
  • Be a firm, or the lead firm of a JV, should have completed at least two MDB financed contracts of similar nature and value in the past ten years (2014-2024).
  • Be a firm or lead firm of a JV, that demonstrate experience in preparing Environmental and Social Impact assessment, Environmental and Social Instrument for Rural Road Rehabilitation.
  • The consulting firm shall have at least two similar contracts and experience in highway engineering design or rural roads engineering design in Cambodia or in South East Asia region.

Submission Requirements

The Key Experts will not be evaluated at the shortlisting stage.

  1. For evaluation, the consulting firm must submit the following:
  2. A list of similar projects completed with contract amounts.
  3. Its company profile including number of technical personnel
  4. The attention of interested Consultants is drawn to Section II of the Bank’s Procurement Instructions for Recipients (PIR), setting forth the Bank’s policy on conflict of interest.
  5. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  6. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) through International Open Competitive Selection (IOCS) method set out in the PIR.
