The Royal Government of Cambodia has received financing from the World Bank toward the cost of the Skills for Better Jobs Project (SBJ) and intends to apply part of the proceeds for consulting services.

The SBJ Project is now invites eligible consulting firms’ “consultants” for Technical Assistance to the Industry-Linkage Development Plans to indicate their interest in providing the Services. Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Relevant experience: Interested firms must demonstrate 7 years’ or more experience in providing and supporting innovative and high-quality Technical Vocational Education and Training (TVET) programs, particularly in terms of emphasis on trainer-industry partnerships, and the capacity to successfully execute the Terms of Reference (TOR).

Experiences of similar contract implementation: The consultant should demonstrate experience in large-scale program implementation while maintaining high-quality standards. The consultant should also have a proven track record of working with governments, formal TVET providers, industry and other stakeholders to develop and deliver training programs that put strong emphasis on demand-driven training and on high-quality training

  1. At least 1 contract with at least 4,000 training beneficiaries in total. Alternatively, the firm must have successfully completed at least one contract with at least 2,000 training beneficiaries and provide convincing arguments of its capacity to achieve higher number of beneficiaries.
  2. At least 2 contracts with at least 5 training institutions
  3. At least 1 experience working with public TVET institutions
  4. Proven track record of forging strategic training partnerships with the industries and employers in the defined priority sectors, with at least 7 years’ experience;
  5. Demonstrated at least 7 years’ experience customizing best practice on the above to local constraints and needs in low- and middle-income countries in TVET Sector; experience working in at least 1 middle-income country;

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, latest revised September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consulting firm will be selected in accordance with the procedures of Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
