The consulting services (“the Services”) is to support all phases of Sub-component 1.1 is to enhance industry engagement and improve the quality of vocational training in priority sectors. It supports sector-level activities to create a more conducive environment for effective industry-provider collaboration. Targeting priority sectors and priority occupations, the sub-component will: (a) provide technical assistance (TA) to establish and strengthen Sector Skill Councils (SSCs) in their role as facilitators of effective collaboration between TIs and industry; (b) support the modernization and development of standard training packages (STPs), which consist of Competency Standard (CS), Competency Based Curriculum (CBC), Competency Assessment Packages (CAP) and Competency Based Learning Materials (CBLM) for six critical occupations and skills in priority sectors as well as for four basic competencies to ensure good coverage of 21st century skills; and (c) carry out training activities for teachers on the curriculum developed under (b). The six STPs for technical occupations to be developed are currently proposed as follows: (i) Automotive Assembly Technician Production, (ii) Auto advisor Technical and vehicle management, (iii) Maintenance/Repair Technician for Smart and EV Car-Maintenance/Electric Vehicle Technology, (iv) Electrical and Electronic Component Assembly Line Technician, (v) Elevator Installation Technicians and (vi) Mechanical (AC/Air Conditioning) Installation Technician. Of the six STPs for technical occupations, all require full development except the Automotive Assembly Technician Production STP, which already has an existing curriculum that can serve as the basis for developing the STP at Level 5. This selection is preliminary and will be confirmed by the Project Steering Committee; the final list may be adjusted as necessary.

Eligibility

  • The SBJ Project is now invites eligible consulting firms’ “consultants” to assist the MLVT/DGTVET/PMU, SSCs and their secretariat in the implementation of the activities under C1.1 pertaining to the development and revision of the 6 STPs level 5 (Higher Diploma of Technology/Business) for 6 occupations in the automotive, electronic or priority occupations in other sectors subjected to the PSC decision for the aforementioned occupations and related teacher training. The shortlisting criteria are:
  • Relevant experience: Interested firms must demonstrate 7 years’ or more experience in developing STP or similar packages for TVET,
  • Experiences of similar contract implementation: The consultant should also have a proven track record of working with governments, formal TVET providers, industry and other stakeholders to develop and deliver curriculum and STP that put strong emphasis on twenty-first century skills (including digital skills, and competency-based training and assessment), demand-driven training, and on high-quality training.
  • At least 05 contracts developing STPs for two priority sectors of automotive and electronics;
  • At least 05 contracts developing training packages for soft skills, either within broader STPs or via standalone modules.
  • At least 05 contracts developing skill demand-responsive STPs through effective engagement of industry and closely working with the responsible ministry as well as other stakeholders.
  • At least 2 contracts that involved training at least 1,000 teachers on new STPs under each contract.
  • At least 02 contracts in the South East Asian region,

Submission Requirements

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, latest revised September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consulting firm will be selected in accordance with the procedures of Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
