The consulting services (“the Services”) is to support all phases of sub-component C2.1 focuses on strengthening the Cambodia Labour Market Information System (LMIS) by developing a roadmap, supporting data collection and analysis, improving job matching, and modernizing LMIS tools and infrastructure. The Consultancy has to assess the effectiveness IT related to ES, including mapping out current IT systems and processes and identifying IT system needs to meet the requirements of strengthened and expanded ES. The focus of this consultancy will be NEA’s three main ES functions (labor market intelligence (LMI), job matching, and across-cutting IT. All assessments and activities will be undertaken in close consultation with NEA and in coordination with a parallel consultancy undertaking a functional review of the NEA. The Services will be contracted for a period of 36 months (totally 23 person-months intermittently input) using the lump-sum contract modality for this assignment, subject to the timely completion of the tasks and the deliverables mentioned under the Term of Reference (ToR). Bidder Eligibility

  • The SBJ Project is now invites eligible consulting firms’ “consultants” to assess the effectiveness of the IT systems used by NEA, map out in detail the IT systems and processes used to deliver Employment Services (ES), and define IT needs for an enhanced ES, including the LMIS, based on a functional assessment of ES business processes being undertaken in a parallel consultancy and based on this consultancy. The shortlisting criteria are:
  • The consultancy firm should have at least five years of experience conducting technical digital assessments, including hardware, software, web platforms, and network infrastructure, preferably IT assessment for assessing the LMIS and ES;
  • At least 3 years of experience in developing technical documentation for information systems;
  • At least 3 successfully completed contracts for the development of technical documentation for information systems, i.e. contracts whose objective development includes technical documentation, or contracts with a broader scope (e.g. software development/implementation) which also includes the development of similar technical documentation (similar to the requested documentation);
  • At least 5 years of experience developing web platforms and/or mobile apps, especially working on intricate, database-driven applications;
  • Demonstrated experience in developing LMIS, ES, or similar information management systems or related project that demonstrates abilities, pertinent work experience, and case studies or references from previous projects, especially in the public sector or with government agencies;
  • Proven experience in providing IT advice to different agencies on LMIS, ES is an advantage;
  • Experience in premise deployment procedures, system immigration (API based), and developing large scale government platforms;
  • Awareness of industry standards and adherence to legal and regulatory requirements, such as web accessibility standards (WCAG www.browserstack.com) and data protection laws,
  • Familiarity with data privacy concerns and data governance policies in the labor market; and
  • Compliance with security certifications (ISO, for example) or standards similar to them.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, latest revised September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consulting firm will be selected in accordance with the procedures of Consultants Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
