The consulting services (“the Services”) is to provide all professional and technical services, including evaluating technical feasibility and economic viability of the selected project activities; detailing project definition with consideration for technical, economic, environmental, social and other relevant factors; and recommending whether to proceed with the project and under what conditions. These are related to (i) conduct the feasibility study, (ii) complete detailed engineering design plan for the multi-storey building (Architectural Drawing, Structural Drawing, MEP (Mechanical, Electrical, and Plumbing) Drawing, Substructure Drawing, and Superstructure Drawing); (iii) prepare the detailed and completed Bill of Quantities (BoQ) and their procurement documents; (iv) construction scheduling and management plan; (v) Environmental and Social Assessment, following by site specific Environmental and Social management Plan (ESMP), as per the requirements of the World bank's ESF and national regulations; (vi) worker's codes of conduct (CoC), Labor Management Procedures (LMP), and SEP.; (vii) occupational safety and health (OSH) and OSH plan in the workplace in Building; (viii) carry out construction supervision; (ix) carry out Environmental and Social safeguards monitoring and reporting and reviewing tender documents for the TIs by making sure that ESF requirements (and OSH plan) are embedded in the bidding documents; (x) to assess risk and develop plan for demolishing existing facilities where the new building will be constructed taking into account environmental pollution and mitigation measures; material storage and transport, disposal; and OSH requirements (including removal of hazardous materials such as asbestos and/or harmful chemical/biological products if any); and (xi) project management with Construction Supervision /compliance with contractual terms and conditions.

Eligibility

  • The SBJ Project is now invites eligible National (Cambodian) Consulting firm’ “consultants” to engage experienced and well-resourced firm to undertake the Feasibility Study, Detailed Engineering Designs (DED), and Construction Supervision for Selected TIs as detailed in the ToR. The consulting firm must have a compliment of skill sets within the proposed team that will be fielded to successfully undertake and complete this assignment. The consultant is expected to work in close collaboration with the executing agency (PMU-MLVT). The expected outputs and deliverable are highlighted in section IV (contract duration and deliverables) in the ToR. The shortlisting criteria for the national (Cambodian) firm must have at least 15 years of proven experience in:
  • Site development (roads, drainage, multi-storey school buildings),
  • Green building design to minimize environmental impacts,
  • Climate-resilient design (flooding, heavy rains, typhoons, extreme heat),
  • Major engineering disciplines (architectural, structural, electrical, solar, mechanical, plumbing, sanitary)
  • Construction scheduling and management.
  • Environmental and social safeguards for civil works,
  • Occupational safety and health (in line with MLVT standards, World Bank guidelines, Cambodian codes, and international safeguards),
  • In developing technical specifications, project scheduling/PERT/CPM.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, latest revised September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consulting firm will be selected in accordance with the procedures of Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
