Announcement Description

The Entrepreneurship Development Fund (EDF) (hereinafter referred to as the “Client”) is established by the Royal Government of Cambodia (RGC) under the mandate of Prakas of the Ministry of Economy and Finance (MEF) No. 135 SHV/BrK, dated February 6th, 2019, with the main objective to support economic diversification, innovation, and job creation in line with the RGC’s Rectangular Strategy IV. EDF aims to mobilize resources from all legitimate sources to create a vibrant entrepreneurial ecosystem and provide financial and non-financial support to individuals, institutions, and startups working towards implementing innovative activities and creating economic value in Cambodia’s economy. This includes the mandate to facilitate access to finance and promote inclusive investment for enterprises and startups across Cambodia. In line with this mandate, the Client is implementing a strategic initiative to identify and support promising startups through a structured investment program (hereinafter referred to as the “Program”).

The Program is designed to strengthen the entrepreneurship ecosystem and contribute to economic growth by providing at least 2 investment packages to selected startups in this piloting phase. To ensure transparency, objectivity, and investment-readiness, the Client intends to engage a professional and experienced consulting firm (hereinafter referred to as the “Consultant”) to design, manage, and execute startup selection and evaluation process.

This procurement of service for the design and implementation of the program is to be conducted in accordance with the Client’s internal procurement procedures and contracting policies.

Objective of the Assignment

The objective of the assignment is to appoint a consulting firm to implement the end-to-end execution of a competitive and compliant open-call process to provide investment packages to startups, including public outreach, screening, due diligence (financial, legal, and operational), valuation, audit (if required), and final recommendation for investment.

Scope of Services

The Consultant shall be responsible for the following:

  1. Program Inception and Planning
  2. Multi-Partner Ecosystem Engagement and Partnership Coordination
  3. Pre-Program Information Session
  4. Startup Referral, Intake, and Initial Screening
  5. Due Diligence and Valuation
  6. Independent Audit (If and Where Required)
  7. Final Evaluation and Reporting

Communications and Reporting

  • The Consultant shall communicate and report to the approved personnels designated by the Client.
  • All documents must be delivered in both editable and PDF formats.
  • Progress reviews will occur through biweekly meetings.
  • Progress reports shall be submitted by the Consultant on a monthly basis.
  • Official communication shall be made via email and/or other approved channel(s).

Eligibility

  • The consulting firm must meet the following eligibility criteria:
  • Be a legally registered entity with a valid business license.
  • Demonstrate at least five (5) years of experience in startup due diligence, investment facilitation, or business and investment advisory services.
  • Provide evidence of experience with at least two (2) similar projects within the past three (3) years.
  • Employ or subcontract qualified experts in legal, financial, and investment analysis.
  • Comply with applicable national laws, regulations, and procurement policies.

Two-Step Application Process

Step 1: Expression of Interest

  • Interested consulting firms are invited to express their interest by filling in the relevant requested information through the designed register link.
  • Deadline for Expression of Interest: 5:00PM Friday, 19th June 2026.

Step 2: Proposal Submission

  • Firms that have expressed interest must then submit their Technical and Financial Proposals in English (digitally signed PDF format) via email.

Proposal Requirements

Interested firms are invited to submit their Proposal which includes the following components:

Technical Proposal:

  • Firm profile and evidence of past performance;
  • Approach and methodology;
  • Workplan and team assignments; and
  • CVs of proposed personnel.

Financial Proposal:

  • Fee breakdown, deliverables, and team members; and All-inclusive pricing.
