Consulting Firm to conduct the Tracer Study

The Objective of the assignment is expected to evaluate the effectiveness of the Skills for Better Jobs Project's supported training programs under Component 3. Through a data collection covering at least 1,000 graduates and 100 employers in four rounds of the studies, each study will examine employment outcomes, income impacts, as well as evaluation on employer’s satisfaction on training program and attained skills of graduates/trainees as well as trainee’s satisfaction on training program.
The consulting services (‘’the services’’) duration is 28-month period, with the study to commence in January 2027 and conclude in April 2029 with annual renewals and the possibility of extension based on the project’s need, availability of funds, and the consultant’s performance.
Eligibility
- The Skills Development Fund now invites consulting firm to indicate their interest in providing the service. Interest Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation criteria are:
- i. At least two (2) years of experience in designing and managing research studies, tracer studies, graduate/employment tracking studies, and/or evaluations of skills training projects.
- ii. At least 2 assignments withing last five (5) years involving tracer studies, and/or outcome and impact assessment of skills training, TVET, workforce development, employment or human-capacity development program.
- iii. Experience in implementing at least two (2) assignments in Cambodia or South East Asia for government agencies, private institutes, and/or development partner-funded projects, preferably financed by the Asian Development Bank (ADB), and/or the World Bank.
- iv. Experience of at least two (2) relevant projects in Cambodia in conducting research, surveys, assessments, studies, and/or evaluations.
