Announcement Description

The Royal Government of Cambodia (RGC) has received financing from the World Bank (WB) to implement the Skills for Better Jobs project (SBJ). The SBJ will be implemented by the Ministry of Labour and Vocational Training (MLVT) as the Executing Agency (EA) which will take overall responsibility for the project implementation and coordination and mainly focus on Component 1, 2 and 4.1. Components 3 and 4.2 will be implemented by the Project Implementation Unit (PIU) at the Skills Development Fund (SDF).

The Skills Development Fund (SDF) invites qualified consulting firms to submit an Expression of Interest (EOI) to conduct an ICT and Business Process Assessment for the Skills for Better Jobs Project (SBJ), funded by the World Bank. The assignment is to design a comprehensive ICT Master Plan to enhance SDF’s digital ecosystem, streamline operations, and support Cambodia’s skills development agenda.

Objectives of the Assignment

The selected ICT consulting firm will assess existing systems, design an ICT Master Plan, recommend infrastructure upgrades, and support integration and cybersecurity enhancements across SDF’s digital platforms.

Scope of Work

The consulting firm will:

  • Evaluate Existing Systems: Review the Partnership Platform, PMS, SMP, E-Learning Platform, and Real-Time Dashboard for interoperability, security, and scalability.
  • Conduct Gap Analysis: Identify limitations in hardware, software, and workflows.
  • Assess Cybersecurity Risks: Propose mitigation strategies for data protection.
  • Develop ICT Roadmap: Prioritize solutions (e.g., cloud hosting, API integrations with CamDX/e-KYB) with budgeted implementation phases.
  • Recommend HR Capacity Building: Align technical skills with future needs.

Key Deliverables:

  • Draft Assessment Report (ICT infrastructure, gap analysis, security risks).
  • ICT Master Plan (architecture design, phased implementation).
  • Final Report incorporating stakeholder feedback.

Duration

The consultancy will span 50 weeks, structured as follows:

  • Initial Phase (26 weeks):
  • Contract Signing: At project commencement (10% payment).
  • Draft Assessment Report & ICT Master Plan: Submitted within 24 weeks (40% payment).
  • Finalization Phase (2 weeks):
  • Final Report: Incorporates feedback and delivered by Week 26 (30% payment).
  • Advisory Support (24 weeks):
  • Implementation Guidance: Post-report advisory for system upgrades (20% payment).

Bidder Eligibility

  • Firm Requirements:
  • A registered firm
  • At least 10 years of experience in ICT system design, architecture, and digital transformation
  • Proven expertise in Laravel, Vue.js, PostgreSQL, MySQL, and cloud hosting (Digital Ocean)
  • Experience in cybersecurity and system integration
  • Prior work with government or donor-funded projects in Cambodia or similar contexts.

  • Data Analyst/Infrastructure Specialist
  • Each expert should have a minimum of 10 years of relevant experience.

Submission Requirements

The firm will be selected in accordance with the Consultants’ Qualifications Selection (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers, September 2023.

  • Cover letter expressing interest.
  • Company Profile: Registration certificate, past projects (max 3, with references).
  • Team CVs: Highlighting relevant experience.
  • Technical Approach: Methodology (max 5 pages).
  • Work Plan: Timeline aligned with deliverables
