Announcement Description

The Kingdom of Cambodia has received a Credit from the World Bank toward the cost of Land Allocation for Social and Economic Development Project III (LASED III), and it intends to apply part of the proceeds of this Credit to payments under the Contract for Consulting Firm for Formulation of Commune Land Use Plans in Region 3A, Batch 2, Ref. No. MLMUPC-CS-99.

The MLMUPC/PCO intends to apply part of the WB Credit funds together with counterpart funds from the RGC to hire three Technical Service Providers (TSP) who are firms to undertake the commune land use planning in up to 75 communes for batch 2 which will be in region 1, Region 3A and Region 3B. Region 1 consists of Kampong Chhnang and Kampong Thom provinces, Region 3A consists of Kratie, Mondul Kiri and Preah Vihear Provinces and Region 3B consists of Ratanak Kiri and Stung Treng provinces. This ToR is intended to apply for Region 3A.

If a firm wishes to submit a proposal to carry out this assignment in more than one region, the composition of team members assigned to each region must be different from others

Main Tasks. The selected Firm’s tasks include, but not limited to, the following:

  • Undertake fieldwork and deskwork required for the compilation of the 25 CLUPs based on the specified policy and legal framework;
  • Deliver capacity building on CLUP development process to 25 CCs for integration into the Commune Development Plan/Commune Investment Program (CDP/CIP);
  • Cooperate fully and in a participatory manner with all stakeholders at the sub-national level in the CLUP formulation process;
  • Ensure that the text work including mapping of CLUP is well done with high quality finishes and approved by MLMUPC/PCO;
  • Ensure that the completed CLUP is fully documented in both hard and electronic copies and data are entered into the CLUP database system;
  • Complete awareness raising on CLUP development process to communities and stakeholders on implementation through public consultation;
  • Ensure that environmental and social considerations are integrated in all planning processes and outputs are fully compliant with national requirement and with the WB Environmental and Social Management Framework (ESMF) for the LASED III project; and;
  • Submit monthly progress report to MLMUPC/PCO certified by the respective PITs.

Bidder Eligibility

  • Qualifications and Experience of Firm
  • At least 4 (four) years’ experience undertaking GIS-related mapping including the use of modern geospatial technologies including Photogrammetry, remote sensing, LiDAR, GIS, CAD and GPS/GNSS.
  • Extensive experience in the acquisition of aerial imagery using drone/UAV platform and also photogrammetric processing of the imagery / LiDAR point clouds for GIS applications.
  • Extensive experience in using satellite and aerial imagery processing and applications in GIS.
  • Extensive experience in using field surveying equipment including total stations and GPS/GNSS.
  • Demonstrated experience in successful completion of assignments similar to CLUP.
  • Experience working in rural and IP communities in Cambodia and SE Asia is a distinct advantage.
  • Awareness and experience with World Bank environmental and social safeguards would be a distinct advantage.

Submission Requirements

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the World Bank's "Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing (hereinafter referred to as "Procurement Regulations) dated July 1, 2016 (revised November 2017 and August 2018).
