Announcement Description

The Government of the Kingdom of Cambodia (GKC) received a loan from the Asian Infrastructure Investment Bank (AIIB) in December 2020 to assist in financing the National Restoration of Rural Productive Capacity Project (NRRPCP). The project was identified as an immediate priority of the GKC. The GKC has also received a Project Preparation Support Fund (PPSF) grant from the AIIB that will be used to finance the preparation for a loan to finance the NRRPCP-II that has an objective of continued support for sustaining the rural economy and livelihoods of rural populations, as well as the creation of employment opportunities, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include providing technical assistance to the Ministry of Rural Development (MRD), specifically to the Project Management Unit (PMU) and the Project Implementation Units (PIUs), to support the completion of FS, preparation of DEDs and provision of construction supervision. These will include:

  • The completion of FS for the 32 shortlisted rural roads with a total length of approximately 360 km. The tasks will include (i) conducting rapid reconnaissance surveys of the existing alignment for each subproject; (ii) identifying existing road condition and present proposals for its improvement and rehabilitation; (iii) conducting preliminary and detailed survey including all topographic, geological, geotechnical, hydrological and other surveys; (iv) identifying the soil types along the road and determine their engineering classification or equivalent strengthening values; (v) conducting topographic surveys showing horizontal and vertical alignment of the proposed roads; (vi) collecting information about hydrology for all cross drainage works and bridges; (vii) identifying the environmental and social risks and impacts, including gender aspects, for each subproject, (viii) conducting climate vulnerability and risk assessment; and (ix) undertaking economic cost-benefit analysis (CBA) for each subproject.
  • The preparation of DEDs for the selected roads, using best practices and innovative solutions, when applicable. The detailed designs are to be prepared using prevailing practices, manuals, codes and other technical documents that have been developed for use in Cambodia as well as incorporating best practices and lessons learned from other externally funded projects under MRD.

Eligibility

  • The MRD now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are:
  • Firm’s previous project experience in FS and DEDs for Rural Road Infrastructure and Construction Supervision (70%);
  • The experience in similar nature of work must be in the preceding 5 years;
  • The minimum contract value of each assignment must not be less than USD 3,100,000.00 or any amount justifiable given the inflation rate to each completed/ongoing assignment in the preceding 5 years;
  • Firm with a proven record of completing at least two (2) similar assignments.
  • Firm shall have minimum average annual service turnover of USD 6,200,000.00, calculated as total certified payments received for contracts in progress and/or completed within the last 3 years (20%);
  • It must be clearly indicated in audited financial statement certified by independent audit firms that are members of any recognized Accounting and Auditing Regulator.
  • Firm’s previous relevant work experience with international organizations/agencies (such as Asian Infrastructure Investment Bank, World Bank, Asian Development Bank, International Fund for Agricultural Development, Japan International Cooperation Agency, and other International NGOs in Cambodia (10%).

The attention of interested Consultants is drawn to paragraph 2.3.5, of the AIIB’s Directive on Procurement Instructions for Recipients July 26, 2024, setting forth the AIIB’s policy on conflict of interest and eligibility.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected through the selection based on Quality Cost Based Selection (QCBS) method as set out in AIIB’s Directive on Procurement Instructions for Recipients (July 26, 2024).
