Announcement Description

The Royal Government of Cambodia (RGC) has received financing from the World Bank to implement the Skills for Better Jobs (SBJ) Project. The Project aims to enhance the quality and relevance of skills among Cambodia’s workforce of the SBJ Project focuses on strengthening sector associations and expanding demand-driven training. The Skills Development Fund (SDF) is seeking a qualified consulting firm capacity Building for Employer and Industry Association (EIA).

Summary

Objective of the Assignment

The objectives of the assignment are:

  • Provide technical assistance (TA) and build the capacity of selected automotive and electronic associations.
  • Support Employer Engagement in Skills Development (EESD) for its members and relevant stakeholders.
  • Addressing skill gaps and building a workforce that is ready for the future in the two priority sectors.

Scope of work

  • The consulting Firm will provide TA and capacity building to the Employer and industry Association (EIA) on:
  • Cross-cutting activities on identifying occupation and skills demand and identifying suitable training options.
  • Support the EIA in applying for training at the SDF under SBJ C3
  • Support the EIA in engaging in skills activities under SBJ C1
  • Key activities:
  • Identify the sector’s skills challenges, skills demand and growing priority occupations
  • Advice on preferred skills training options
  • Develop and implement an assessment tool to track training results
  • Provide additional support based on the specific needs of the EIA in skills development and related activities
  • Apply for SDF training financing
  • Support the EIA’s engagement in Sector Skills Councils (SSCs) under SBJ C1.1
  • Mobilizing the EIAs' members to partner with Training Institutions (TIs) in Industry Linkage Development Plans (ILDPs) under the SBJ C1.2
  • Strengthening EIA’s membership structure and expansion

Duration

The assignment is expected to start in Mid-2026 and continue until December 30, 2028. (2.5 years)

Eligibility

  • Firm Requirements
  • Proven at least 2 projects in designing and implementing business development programs or institutional skills development training in the project’s two priority sectors, automotive and electronics or similar sector associations in the last 10 years. Direct experience in automotive and electronics is a strong advantage.
  • Demonstrated knowledge at least 3 projects of the Cambodian business landscape, including business associations and the skills development ecosystem.
  • Experience min. 7 years working in multi-stakeholder environments, both national and international; especially in the context of capacity building and institutional strengthening with business associations, government, private sectors, and development partners.
  • At least three years of being in business operation.
  • Key Staff Profiles:
  • Team leader (International): Master’s degree, at least 10 years of experience managing capacity-building and association development project.
  • Deputy Team Leader/Coordinator (National): Bachelor’s degree, at least 5 years of experience
  • Sector Specialists-Automotive &Electronic (Experience-National or International): Graduate degree (MSc.MA/MBA) in electronic or automotive, at least 5 years of industry experience.
  • M&E Specialist: Bachelor’s degree, at least 5 years of experience in monitoring and evaluating development programs.
  • Program Facilitator (National): Bachelor’s degree, at least 5 years of experience in membership or client relationship roles.

Submission Requirements

A Consulting firm will be selected in accordance to the Quality and Cost-Based Selection method (QCBS) set out in the World Bank Procurement Regulations, and in compliance with the Standard Operating Procedures (SOP) for All Externally Financed Projects/Programs in Cambodia, endorsed by the Royal Government of Cambodia in 2019.
