Consultants to conduct the ACAR Audit for Fiscal Year 2025

Objective:
To uphold donor and stakeholder trust by conducting a statutory audit that ensures compliance, strengthens internal controls, and promotes transparency, accountability, and continuous improvement across CARE’s operations.
Scope of Work:
The audit’s scope of work may include the following key areas, as guided by the CARE’s tool:
- Financial Review:
- Examination of financial statements and accounting records.
- Verification of income, expenditures, assets, and liabilities.
- Assessment of compliance with financial reporting standards.
- Compliance Assessment:
- Review of adherence to CARE’s internal policies and procedures.
- Evaluation of compliance with donor agreements and legal regulations.
- Operational Procedures:
- Analysis of procurement, human resources, and administrative processes.
- Identification of inefficiencies or risks in operational workflows.
- Internal Controls:
- Assessment of existing control mechanisms.
- Recommendations for strengthening risk management and accountability.
- Staff Engagement:
- Interviews and consultations with relevant staff.
- Collection of supporting documents and clarification of processes.
- Reporting:
- Preparation of an audit report detailing findings, risks, and recommendations.
- Presentation to management and relevant stakeholders.
Deliverables:
The auditor will provide the following deliverables:
- Audited Financial Statements for CARE’s Fiscal Year 2025 (01 Jul. 2024 to 30 Jun. 2025) in English and Khmer aligning with Cambodian International Financial Reporting Standard for Not-For-Profit Entities (CIFRS for NFPEs).
- Management letter highlighting observed weaknesses in the system of internal control and the recommendations to address the identified issues.
Timeline:
The audit exercise is required to start on October 01st, 2025, and the final audit report should be available on or before December 31st, 2025.
Bidder Eligibility
- The ideal consultant should possess the following qualifications:
- Experience in Auditing Garment Factories: Prior experience auditing garment factories for labor practices, including gender equity and workplace conditions, is necessary.
- Expertise in gender equity, diversity and inclusion, and organizational development.
- Experience in conducting assessments, identifying challenges, and providing actionable recommendations.
- Strong analytical and communication skills.
- Familiarity with relevant literature and best practices in gender equity initiatives.
