FNN is a Cambodian network of agricultural cooperatives established in 2006. Currently, 96 agricultural cooperatives are a member of the network, which are operating in various provinces throughout the country. FNN supports their network members with a range of services to make them commercially successful. With a strong hands-on experience of farmer extension, agricultural cooperative strengthening and building market linkages, FNN is often hired to provide these, and other services, to various projects and clients. FNN has trained many farmers and their leaders, brokered and supported many buyer arrangements and successful contract farming agreements of certified safe products. FNN has a main office in Phnom Penh and 5 delegate offices in Battambang, Kampong Thom, Kampong Chhnang, Siem Reap, Kampong Speu, and Takeo.

SNV and FNN have a wide range of Agricultural Value Chain Development experience. SNV has facilitated agricultural extension and value chain development programs in all the 26 countries SNV operates. Its experts have practical, on-the-ground experience in strengthening producer groups and cooperatives, train farmers and build market linkages between farmers and enterprises. FNN has done this as well successfully with many of their member and other cooperatives.

Number Days (estimated): 24 days

Location of Assignment: Phnom Penh for GIS consultant, Selected communes in Kandal, Kampong Cham and Thboung Khmum provinces field work for the other consultants.

Consultancy Objective (max 300 words):

Analyse the potential to establish a maize drying hub to comply with the specifications of dried maize kernels to De Heus animal feed.

Activity and level of effort:

The study will have 3 components, a geographical information analysis, a technical/financial analysis and a social/farming analysis with 3 consultants who will work together to reach the objective of the study. The consultants will also work closely with field team of FNN, SNV and the sourcing staff of DeHeus.

GIS analysis.

  • Analyse past satellite data of the last year to identify maize areas and distinguish if from rice using field verification by FNN staff
  • Identify with the farming consultant and FNN maize production clusters and map the road infrastructure.
  • Map existing maize dryers, and (based on key informant information) establish transport costs prices for maize to each.
  • Calculate the optimal potential geographical location of a maize drying hub

The proposed /estimated LoE for this work would be 5 days.

Technical / Financial analysis.

  • Provide a recommendation on the infrastructure needed and the type of machinery, engineering and other works needed to establish the maize drying hub.
  • Calculate the needed capex and opex (based on similar drying hub infrastructure elsewhere)

The proposed/estimated LoE for this work would be 10 days including travel.

Farmer organisation/Aggregation analysis.

  • Support the identification of production clusters and identify potential aggregators (entrepreneurs, farmer organisations)
  • Provide a recommended business model and needed agreements between farmers and aggregators.
  • Work intensively with the GIS consultant and technical consultant to support the location and size of the maize drying hub.
