The Provincial Water Supply and Sanitation Project (PWSSP) is a key initiative led by the Royal Government of Cambodia to enhance the urban environment and living conditions in the provincial towns of Battambang, Kampong Cham, and Siem Reap. The project contributes directly to national targets for universal access to safe water and sanitation services by 2025, as outlined in the National Strategic Development Plan (NSDP) 2019–2023. It also supports the goal of financial autonomy for Provincial Water Works (PWWs), thereby strengthening the sustainability and efficiency of public utilities.

As part of the PWSSP, the NGO GRET is leading the implementation of a sanitation Capacity Development Programme, which includes the following three core tasks:

  • Task 1: Wastewater strategy and national diagnosis of sewerage systems
  • Task 2: Performance improvement planning for wastewater services
  • Task 3: Awareness raising and communication

This Terms of Reference (ToR) is part of Task 3 – Awareness Raising and Communication, which plays a critical role in improving the uptake and effectiveness of wastewater infrastructure and services.

Effective sanitation and wastewater management—covering both sewerage systems and on-site septage management—requires strong public awareness and behavior change at multiple levels. Success hinges on community understanding, leadership engagement, and the adoption of new practices around sanitation and hygiene. To that end, Task 3 focuses on the design and rollout of a comprehensive awareness and Behaviour Change Communication (BCC) framework, targeting both end users and decision-makers. This approach includes the development of tailored communication tools, participatory methods, and advocacy materials.

SCOPE OF THE ASSIGNMENT

Development of Campaign Identity and Animation Videos

The project is seeking a group of consultants or a qualified firm to develop key communication materials for an upcoming nationwide sanitation campaign. Specifically, the consultancy will be responsible for creating a campaign identity and producing two animated videos to promote safe sanitation practices in urban areas.

The consultancy will:

  • Develop a comprehensive campaign identity to be used across all campaign materials.
  • Produce two animated videos (one short and one long version) that communicate the importance of safe sanitation practices—either through connection to sewerage networks or through proper fecal sludge management (e.g., septic tanks and regular desludging). The goal is to inform and persuade the target audience to adopt appropriate sanitation solutions. The consultancy is also responsible for producing a real-life video showcasing the sanitation services (Wastewater treatment plant and ETO service) to be used at the end of the animated videos.

Task 1: Develop Campaign Identity

  • Understand the project context and communication objectives by liaising with the project team.
  • Participate in an initial meeting to align expectations.
  • Create and propose three distinct options for each identity element.
  • Incorporate feedback and coordinate the revision process after selection of the preferred option.
  • Submit a final version in all necessary formats, along with up to two rounds of revisions if needed.

Task 2: Produce two animated videos

Pre-Production:

  • Conduct background research.
  • Organize a pre-production meeting with the project team.
  • Develop the script and storyboard and establish a production timeline.

Production:

  • Fully manage the production process, including voiceover and subtitling.

Post-Production:

  • Handle editing, translation, finalization, and formatting of the videos.
  • Submit drafts for approval at each stage before moving to the next.
  • Provide two rounds of revisions at each step.

Bidder Eligibility

  • Education and Work Experience
  • Candidates should demonstrate their qualifications and proven experience in the graphic design, brand creation, and animation.
  • Technical knowledge in using design tools is required. Candidates should provide a portfolio containing examples of their achievements.
  • Specific attention will be given to prior experiences of working with NGOs’ and other development partners (UN organizations, World Bank, or other development institutions in Cambodia) as well as having a good understanding / knowledge of the Cambodian context.
  • Proven experiences in multimedia assignments (including animation, motion graphic) in development context with a strong professional portfolio.
  • Knowledge of local background and developments in the project field (sanitation) is advantageous but not required.
  • Knowledge of local language (Khmer) is required.
  • Professionally equipped with tools required to conduct this assignment.
  • Proven post-production experience with video storytelling.
  • Knowledge of non-profit communication needs and context.
  • Ability to adapt to new digital platforms and technology. Proactive, Motivated, and Team Player.

Submission Requirements

The consultants interested by the present announcement will prepare a quotation for the services proposed. The quotation document will include a) the background, qualification and experiences of the consultant and their relevance to the terms of reference b) technical proposal (methodology, work plan) and c) the financial quotation including the consultancy fees (daily rate).

The evaluation will be carried out on the basis of the Consultant’s financial Proposal excluding all taxes, duties and fees.

The evaluation or purchasing committee shall evaluate the technical proposals on the basis of their responsiveness to the Terms of Reference applying the following criteria:

  • Relevancy and quality of the proposed methodology, work plan and deliverables in responding to the ToR
  • Adequacy of the proposed working days and budget to the ToR’s description of services
  • Consultant’s background, qualifications and competence for the proposed services
  • Consultant’s relevant experiences in Cambodia and in the project’s field

Each responsive Proposal will be given a technical score and the minimum technical score required to pass will be 70 on a scale of 0 to 100. Weightings will be 70% for the technical proposal and 30% for the financial proposal.
