Damnok Toek implements safe migration and child protection programming in Poi Pet city, Banteay Meanchet Province and is an implementing partner of the Protection of Children in Great Poverty in South East Asian (Pegase) Project, supported by Planete Enfants et Development. Pegase is a multi-country programme which aims to prevent and protect children from violence, particularly human trafficking, by strengthening families, raising awareness, and providing essential support services. Damnok Toek will work intensively with 55 families in Poi Pet City under PE&D’s Family Development Programme methodology. A component of this approach is to provide funding support to families for a period of six months to enable them to meet household expenses. To empower participating families to make their own choices on expenditure of funds, Damnok Toek wishes to explore the potential for introduction of a voucher system for the family funding support without creating additional burden on its administrative or programming teams.

Consultant – Voucher Assistance Feasibility Study

Position Summary

Expectations - Duties, Responsibilities
  • The key components of this feasibility study will be:
  • Assessment of risks of voucher programming in the context reflecting Do No Harm principles and related to the context, market dynamics, distribution mechanisms, and beneficiary vulnerabilities, evaluating the likelihood and potential impact of each risk
  • Assessment of resource requirements for a voucher system, including human resource requirements for retailer recruitment and training, financial compliance and accountability for project funds expenditure, and voucher programme monitoring
  • The Consultant is expected to:
  • Conduct a market analysis of retail environment in target communities in Poi Pet
  • Assess potential vulnerabilities and risk factors for participating families
  • Assess risk factors for fraud or misuse of vouchers
  • Review financial compliance requirements and map out administrative processes (and resource requirements) necessary to implement and manage a voucher system
  • Produce a report on feasibility, identifying if the level of effort required to implement voucher programming versus the benefits for the families/programme quality
Requirements - Skills, Qualifications, Experience
  • Position Qualifications, Experience, Qualities and Requirements
  • Bachelor degree in the fields of: Development Studies, Social Science or Economics
  • Minimum five years’ experience in Development and Humanitarian sector, 3 years of which will be in the assessment, design and development of Voucher Assistance programing
  • Experience in community level programming in low resource environments
  • Experience in local market and distribution analysis
  • Fluent in Khmer and English.
  • The consultancy will involve
  • Desk review of programme and grant compliance documents (1 day)
  • Field visit to Poi Pet (3 days excluding travel)
  • Feasibility report with risk analysis (2 days)
 

How to Apply

Contingent on the outcome of the feasibility study, Damnok Toek may then issue a contract extension for the design of a pilot for voucher programming.

Interested applicants should submit a covering letter, a CV and names of three referees and specify a daily rate for services in USD inclusive of tax and DSA (to include travel, accommodation and food expenses).

The appointed consultant will be required to sign and adhere to Damnok Toek’s policies for Staff Conduct, Child Protection and Prevention of Sexual Exploitation and Abuse (PSEA). The appointed consultant will be managed directly by Damnok Toek and will be required to comply with Damnok Toek’s hours of business and workplace policies.
