Background

Over the past five years, USAID’s Feed the Future Cambodia Harvest II project, implemented by Abt Associates, has worked with private sector partners to accelerate horticulture sector growth and strengthen the horticulture market system, mostly in the provinces of Pursat, Battambang, Siem Reap and Kampong Thom. The project has devoted particular attention to building linkages between buyers (e.g., retailers, wholesalers, processors, or exporters) and producers. Harvest II and buyers worked together through:

  • Commercial partnerships, which facilitated buyer-supplier collaboration/relationship to address constraints to increased sales at farms or at firms
  • Grants, which generally helped buyers boost the production capacity of their suppliers, expand into new markets, or improve supply chains or their business practices.

Harvest II also worked with input suppliers, financial institutions, and other service providers to help them expand critical services.

Context for this assignment

As it comes to a close, Harvest II is reflecting on its work and seeking to draw lessons learned regarding its efforts to help market actors apply practices suited to a more competitive, resilient, and inclusive market system. This study focuses on the experience of buyers who adopted new business practices with Harvest II support.

The study is one of the last activities to be conducted before the project ends in mid-July; therefore, it must be conducted in a limited timeframe. There is no possibility for the work to be extended beyond mid-July.

Duration of Assignment: 20 days between June 13 and July 12, 2022

Objective & expected outcomes

The study objective is to draw lessons about Harvest II’s efforts to work through buyers (including collectors, wholesalers, retailers, and processors) to boost competitiveness in the market system. All in all, the study aims to understand what new practices or business models seemed most or least useful to buyers who worked with Harvest II.

The expected outcome is an improved understanding about how development projects such as Harvest II can partner with private sector actors, including buyers in particular, to boost competitiveness at farms and firms. This understanding will be shared with USAID, passed on to USAID’s new Agriculture Partnership Hub project (Ag Hub) for sharing with its collaborating stakeholders, and will inform the design of some Ag Hub interventions.

Relationships with Harvest II team

The subcontractor will report to the Deputy Chief of Party or her designee.

Qualifications

The consultant must take responsibility for planning and organizing the work, as well as assuring deliverables. If desired, he or she may be assisted by another consultant to gain additional perspective. The following qualifications are highly desired

  • Education: At least a BA in agriculture, agricultural economics, business, finance, or other field related to agricultural market systems or enterprise development. Preferably advanced training in qualitative research.
  • Knowledge and experience: Experience with small and medium enterprise development or private sector development. An understanding of market systems development principles highly desired. Experience conducting qualitative research in the Cambodian agricultural sector.
  • Language: Fluency in English and Khmer desired.
