Announcement Description

FHI 360 is a nonprofit organization that mobilizes research, resources and relationships so that people everywhere can access the opportunities they need to lead full, healthy lives. FHI 360 serves more than 70 countries and all U.S. states and territories.

In today’s interconnected world, a disease can spread from a remote village to major cities across continents in as little as 36 hours. Increased international travel and trade, population growth and mobility, rapid urbanization, and under-resourced health systems all contribute to the emergence and spread of infectious diseases (USCDC/GHSA)

The U.S. government’s (USG) Global Health Security (GHS) program provides life-saving assistance to prevent, detect, and respond to infectious disease threats which pose risks for public health outbreaks that could cost lives. As part of the USG’s GHS program, the Strengthening Infectious Disease Detection Systems (STRIDES) Activity advances cross-sectoral capacity efforts to successfully identify, manage, and respond to infectious disease threats, detect and prevent further outbreaks, and instill confidence in national disease surveillance and detection system structures and services. STRIDES aims to increase a country’s Joint External Evaluation (JEE) scores by supporting national governments to strengthen core capacities — including workforce development, laboratory and surveillance systems strengthening, and emergency response operations — thereby improving overall global health security. The STRIDES target provinces/city span eight priority areas: Kampong Cham, Prey Veng, Takeo, Svay Rieng, Siem Reap, Kampot, Battambang, and Phnom Penh. Phnom Penh includes six national hospitals: Calmette Hospital, Cambodia–China Friendship Preah Kossamak Hospital (CCFPKH), Khmer-Soviet Friendship Hospital (KSFH), National Pediatric Hospital (NPH), Techo Santepheap National Hospital (TSNH), and Preah Ang Duong Hospital.

Scope of Work

The consultant will be engaged for 40 working days from May 25 to Aug 14, 2026, to conduct a rapid assessment, develop recommendations and proposed interventions under Objective 4, Task 4.2.1a. The assessment will examine operational realities, feasibility, and user needs related to IPC and HAI reporting systems.

The assessment will gather evidence and insights on existing IPC and HAI policy and practice gaps associated with reporting systems in Cambodia. This includes a review of all existing reporting channels—both digital and paper based—currently used at the facility, operational district, provincial, and national levels.

The consultant will document the scope of existing systems, including data elements, reporting flows, governance arrangements, and alignment with the Ministry of Health (MOH)/ DHS national IPC guidelines. The assessment will also identify gaps, duplications, and opportunities for system integration, including potential alignment with existing platforms such as DHIS2 and laboratory reporting systems.

The DHS, including H-EQIP implementing team under DHS’s Quality Assurance Office (QAO), as the primary authority overseeing IPC and HAI, will serve as the main counterpart and will be a key focus for key informant interviews, along with hospitals in STRIDES supported areas. The consultant will coordinate closely with the Health Equity and Quality Improvement Project (H‑EQIP) to minimize overlap, reduce duplication, and ensure alignment with ongoing quality improvement initiatives.

Assessment findings will be synthesized into clear, actionable recommendations to inform the design and phased development of a fit‑for‑purpose, online IPC and HAI reporting system
