Scope of Work
The consultant will be engaged for 40 working days from May 25 to Aug 14, 2026, to conduct a rapid assessment, develop recommendations and proposed interventions under Objective 4, Task 4.2.1a. The assessment will examine operational realities, feasibility, and user needs related to IPC and HAI reporting systems.
The assessment will gather evidence and insights on existing IPC and HAI policy and practice gaps associated with reporting systems in Cambodia. This includes a review of all existing reporting channels—both digital and paper based—currently used at the facility, operational district, provincial, and national levels.
The consultant will document the scope of existing systems, including data elements, reporting flows, governance arrangements, and alignment with the Ministry of Health (MOH)/ DHS national IPC guidelines. The assessment will also identify gaps, duplications, and opportunities for system integration, including potential alignment with existing platforms such as DHIS2 and laboratory reporting systems.
The DHS, including H-EQIP implementing team under DHS’s Quality Assurance Office (QAO), as the primary authority overseeing IPC and HAI, will serve as the main counterpart and will be a key focus for key informant interviews, along with hospitals in STRIDES supported areas. The consultant will coordinate closely with the Health Equity and Quality Improvement Project (H‑EQIP) to minimize overlap, reduce duplication, and ensure alignment with ongoing quality improvement initiatives.
Assessment findings will be synthesized into clear, actionable recommendations to inform the design and phased development of a fit‑for‑purpose, online IPC and HAI reporting system
Eligibility
- Minimum Qualifications
- Minimum of 5 years of experience in IPC, HAI, laboratory systems, and/or health systems strengthening, with demonstrated experience conducting health assessments or evaluations.
- Strong technical knowledge of global health security, IPC, and HAI.
- Experience supporting multisectoral coordination mechanisms within the MOH, including technical working groups and collaboration with the DHS.
- Demonstrated experience conducting qualitative and mixed-methods assessments, including KII tool design, field data collection in health facility, market, or community settings, and structured gap analysis.
- Proven ability to produce high-quality analytical reports and presentations that synthesize complex findings for technical audiences.
- Desirable Qualifications
- Direct working experience with DHS and Department of Digital Health (DDH) of Cambodia’s MoH and other relevant development partners. Familiarity with Cambodia’s subnational health system operations.
- Prior experience working on U.S. Government, Department of State, or other bilateral global health security programs.
