Epic Arts are seeking to engage a consultant to support capacity development of Monitoring and Evaluation at the organisation.
Project Overview
Epic Arts has a new five-year project funded by Caritas Australia.
The project aims to improve the lives of children and young people with disabilities through increasing disability inclusion in Kampot Province (Krong Kampot, Teuk Chhou). To reach this goal the project will target three key areas:
- Strategic advocacy with local and national duty bearers using both traditional and creative methods of awareness raising.
- Service provision by Epic Arts of inclusive education and inclusive vocational training in Kampot for children and young people with disabilities.
- Delivery of social support and referral services for children, youth and people with disabilities and their families.
A project specific Monitoring, Evaluation, Learning Framework (MELF) with indicators and targets has been developed during the project design phase.
Epic Arts requires a consultant to translate the MELF into practical data collection tools and database system, and to orient and train implementation staff on how to use the tools and system.
The Service Provider will be expected carry out deliver the following tasks:
- Review strategic development plan project/program documents including log-frame, annual targets indicators, theory change existing monitoring evaluation, tracking, program reporting documents different donors.
- Develop comprehensive monitoring evaluation guideline including monitoring tools reporting system well a road map the implementation the program/project:
- The guideline outline concepts rationale, planning monitoring evaluation starting log-framework approach (LFA), indicators, collection/M&E tasks, risks to monitoring evaluation implementation, reporting system compliance the donors’ report.

- The Service Provider should have knowledge and experience in the following areas:
- At least ten years of working experience in monitoring and evaluation in a development context – experience working in the context of disability, social work, human rights-based approach is advantageous.
- Excellent knowledge and comprehensive experience in developing monitoring and evaluation tools and methodologies with a focus on performance monitoring and evaluation Experience designing community-based monitoring and evaluation systems.
- Design and delivery of robust, relevant and timely evaluation strategies and reviews of development interventions using qualitative and quantitative methods.
- Expertise and experience in designing and applying robust and appropriate performance monitoring and results frameworks (including expertise and experience in indicator development, testing and data collection/analysis).
- Quantitative and qualitative data management skills
- Skills and Abilities:
- Coordination and communication with multiple teams and promoting team synergy.
- Demonstrating initiative and ability to identify innovative approaches
- Demonstrating the ability to incorporate EA values in their work.
- Good training & facilitation skills.
