Solicitation Title: Short Term Consultant to support CNM to review relevant guidance, support consultative workshop, develop airport screening guidelines and implementation procedures, and finalize the documents based on technical feedback.

Scope of Work
The consultant will work closely with CNM and FHI 360 technical team to:
- Review relevant national and international guidance related to malaria surveillance, imported malaria management, and airport or point-of-entry screening.
- Support CNM in organizing the consultative workshop and analyzing recommendations generated through the national technical consultation process.
- Develop a draft national guideline for airport screening of passengers arriving from malaria-endemic countries, including practical implementation procedures, referral pathways, reporting mechanisms, and stakeholder roles and responsibilities.
- Facilitate stakeholder review and incorporate technical feedback into the final guideline and implementation methodology.
Reporting and supervision
- The consultant will report administratively to FHI 360/STRIDES and work under the day-to-day supervision of the STRIDES Senior Technical Officer, with technical oversight and guidance from CNM. STRIDES will facilitate coordination with CNM, relevant government counterparts, and other stakeholders as needed.
- The consultant will join an introductory meeting with STRIDES/CNM focal point at the start of the assignment to confirm the scope, methodology, deliverables, timeline, and coordination arrangements.
- Regular progress updates will be provided to STRIDES and CNM during the assignment, either through email, virtual meetings, or in-person discussions.
- All deliverables will be reviewed by STRIDES and CNM. Final acceptance of deliverables will be based on satisfactory completion, technical quality, and incorporation of consolidated feedback.
Eligibility
- Minimum Qualifications
- Advanced degree in Public Health, Epidemiology, Tropical Medicine, or a related field.
- Minimum of 3 years of experience in malaria control, elimination, or related public health programs.
- Demonstrated experience in developing technical guidelines, SOPs, or policy documents.
- Experience facilitating stakeholder consultations, workshops, and technical discussions.
- Knowledge of malaria prevention of re-establishment strategies and imported malaria management.
- Familiarity with point-of-entry health measures and airport screening systems is an asset.
- Strong analytical, facilitation, and report-writing skills.
- Excellent written and verbal communication skills in English and Khmer.
- Experience working with the Ministry of Health (MoH), CNM, Provincial Health Departments, airport health authorities, and/or development partners in Cambodia is preferred.
- Desirable Qualifications
- The consultant will work under the supervision of the STRIDES Senior Technical Officer.
- The assignment is expected to be conducted over a period of 10 working days between July and August 2026.
- The consultant may work remotely for desk review, data analysis, and drafting of documents, but will be required to attend in-person meetings, stakeholder consultations, workshops, and validation sessions in Phnom Penh as requested.
- The consultant will be responsible for coordinating and conducting consultations, incorporating stakeholder feedback, and delivering all agreed outputs within the specified timeline.
- All deliverables, including draft and final guidelines, supporting reports, and presentation materials, shall be submitted in English in Microsoft Word.
