CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle the rise in HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception to managing multiple projects. In addition to HIV, CHAI is now supporting the Ministry of Health to tackle the burden of disease for TB, eliminate malaria and address multi-drug resistance, save the lives of women through improved access to lifesaving reproductive health care, enhance immunization systems, increase oxygen availability at all levels of the health system, strengthen laboratory services, and more. Looking ahead, we wish to support the Cambodia Ministry of Health achieves its goals for non-communicable diseases (e.g. diabetes, hypertension, cancer, mental health, etc.).

In Cambodia, CHAI’s SRMNH Program works closely with the Ministry of Health’s National Maternal and Child Health Centre (NMCHC) and the National immunization program (NIP) to support strategic planning, implementation, monitoring and evaluation of the NIP for the delivery of routine vaccines. The NIP introduced HPV vaccine into the routine immunization program in October 2023 in the whole country, delivered annually to 9 years old girls through a mix of school- and community-based service delivery strategies. The NIP plans to conduct a multi-age cohort HPV vaccination catch up campaign from 2026.

Position Summary

Base Location: Phnom Penh with domestic travel expected

Contract Type: Independent Consultant

Contract Period: 5 months (possibility of extension)

Expected Start Date: July 2025

Report to: Senior Program Manager, Sexual Reproductive Maternal and Neonatal Health (SRMNH)

Objective

The Consultant will provide technical assistance to the CHAI SRMNH program to support the NIP in preparing for HPV vaccination outreach targeting OOS girls in 2025 and planning for the 2026 HPV MAC vaccination campaign.

Expectations - Duties, Responsibilities
  • Support for HPV vaccination outreach to OOS girls including through:
  • Analysis and prioritization of vaccination coverage and target population data for targeting outreach,
  • Developing guidance for sub-national EPI and village health support groups to identify and reach OOS girls,
  • Building capacity of health workers, VHSG and local authorities to address barriers to vaccination among OOS girls and
  • Assessing coverage and the effectiveness of service delivery strategies among OOS girls
  • Support for the planning of the 2026 MAC HPV vaccination campaign including through:
  • Mapping and gathering available sources of data from within and outside the Ministry of Health, including consultations with relevant ministries and provincial stakeholders.
  • Assisting in the development of a comprehensive plan to define and estimate target populations for the 2026 MAC campaign.
  • Supporting provincial level budget advocacy for 2026 campaign operationalization.
  • Developing a simple digital register for health centre staff to capture immunization data during the rollout of the campaign at both health center and community outreach and other relevant sites that will be included in the delivery strategy.
  • Developing operational guidelines and prioritized toolkit of potential service delivery interventions to reach older girls to support an effective MAC campaign
Requirements - Skills, Qualifications, Experience
  • Advanced degree in public health, epidemiology, social sciences, or a related field
  • Minimum 5 years of experience in public health, health systems strengthening, provincial administration, immunization programs, or related fields preferably in Cambodia
  • Proven experience in data analysis, digital data collection tool development, training material development, and community engagement
  • Strong written and verbal communication skills in both Khmer and English.
