Scope of Work
The consultant will be responsible for conducting a comprehensive review and analysis of existing training curricula and surveillance systems related to disease surveillance and outbreak response across Cambodia’s human and animal health sectors. The SOW includes both desk-based and field-based activities. The scope is structured to allow flexibility in approach while ensuring all essential tasks are completed.

Location of Work: The consultant will work with Ministry of Health (MoH), MAFF (Animal Health Department), Ministry of Environment (MoE) and Relevant subnational departments in Phnom Penh and travel to selected provinces under the EpiC coverages.
Travel: Consultant may be required to travel in Phnom Penh or provinces as required by the project. Per diem and accommodation will be provided by FHI 360 for trip to provinces.
Data ownership, confidentiality and ethics
In Cambodia, SI activities will follow EpiC’s global data protection standards to safeguard client confidentiality, particularly for vulnerable populations. This includes secure storage of paper records, password-protected electronic systems, access restrictions based on user roles, and data encryption. Contingency plans will be developed and implemented to protect sensitive data in high-risk environments.
Eligibility
- Education and Experiences: The consultant should have the knowledge and skills and extensive experience to implement the scope of work. Required criteria:
- Advanced degree (Master’s level or higher) in Public Health, Epidemiology, Veterinary Medicine, Global Health, Health Informatics, or a related field.
- A Bachelor’s degree with significant relevant experience may also be considered.
- Minimum 5 years of experience in disease surveillance, outbreak response, One Health, or health systems strengthening.
- Demonstrated experience conducting curriculum mapping, training material review, or development of technical guidance.
- Proven experience performing assessments of surveillance systems, including data flow analysis, reporting mechanisms, and cross-sector coordination.
- Experience working with government ministries such as MoH, MAFF, MoE, and subnational departments is an advantage.
- Prior experience conducting key informant interviews, field data collection, and stakeholder consultations.
- Experience in producing technical reports, assessments, or analytical studies for international organizations, donors, or government agencies.
- Strong analytical and synthesis skills, with the ability to interpret technical information from multiple sectors.
- Excellent writing and presentation skills in English; Khmer language skills an advantage.
- Ability to work independently, meet deadlines, and coordinate effectively with multiple stakeholders.
- Familiarity with One Health approaches, multisectoral coordination, and integrated surveillance systems.
