Lutheran Hope Cambodia Organization (LHCO), formerly known as Life With Dignity (LWD), is a Cambodian non-governmental organization (NGO) that traces its origins back to 1979 through humanitarian work by Lutheran World Service (LWS) Cambodia and the Lutheran World Federation (LWF). LHCO was formally localized and registered with the Ministry of Interior in 2010 and officially renamed to LHCO in March 2024. Known affectionately by rural communities as “Angkar L,” LHCO has a long-standing reputation for promoting human dignity and empowering vulnerable communities across Cambodia.

Currently, LHCO work is guided by the Strategic Plan 2021-2026 toward achieving the strategic goal of “vulnerable communities in LHCO target areas are empowered to enjoy their equitable and sustainable development within the family, community and society”. Aiming at achieving this strategic goal, LHCO set out six key themes: (1) Sustainable Livelihoods and Agriculture; (2) Disaster Risk Reduction and Climate Change Adaptation; and Development; (3) WASH, Nutrition and Health; (4) Education (pre and primary education); (5) Social Community Engagement; and (6) Organizational Development.

To ensure that LHCO’s mandate remains relevant to the Cambodian development context and aligned with the Royal Government of Cambodia’s priorities, the development of the next phase of strategic plan 2027-2032 is needed. It is expected that LHCO Strategic Plan 2027-2032 would enable LHCO to carry out its mission towards long-term vision of people living with dignity and contribute to achieving the Cambodia Sustainable Development Goals.

LHCO is looking for an experienced consultant/consulting firm to develop LHCO Strategic Plan 2027-2032. This Terms of Reference (ToR) defines objectives and expected deliverables.

Summary

Objectives

  1. To develop the Strategic Plan 2027-2032 that will ensure that LHCO fulfils its mandate and achieves its long-term goals.
  2. To review and clearly set out LHCO’s vision, mission, core values, goals, objectives and approaches.
  3. To develop LHCO’s Theory of Change (ToC) and identify Strategic Priorities.
  4. To develop the Result Framework, and a short term, medium term and long-term work plan
  5. To propose practical recommendations for organizational positioning, partnership, resource mobilization, and sustainability in support of the Strategic Plan.

Scope of Work

The design and implementation of the Strategic Plan 2027-2032 must also take into account and abide by key principles of Cambodian legal and legislation framework, organizational mandates, organizational development, roles of NGO in sustainable development contexts.

Key guiding questions for the development of the Strategic Plan 2027-2032 include, but not limit to the followings:

  • What are the significant progress, good practices, lesson learnt, and challenges of the current LHCO Strategic Plan 2021-2026?
  • What are the changes in the country contexts (governance and civic space, upcoming election, youth participation, economic development including business trends and social enterprise, education, digitalisation, climate change and gender and social inclusion)?
  • What changes do we want to see in 2032?
  • What are LHCO´s contribution to make those changes? What are the priorities? What to focus and what to scale up? How do we make a difference? What are our comparative advantages to make these differences? What are the working modalities? In what ways do the changes contribute to LHCO goals? How does LHCO measure the changes?
  • What are the resources needed to make those changes? How are they managed? How does LHCO mobilize resources and sustain its program operation? What are the resource mobilisation strategies? What are the capacity gaps? How are we going to fill the gaps?
  • Who are the potential stakeholders, partners and influential actors? How are we going to engage them?

Eligibility

  • National or International proven experience and track record of Strategy Plan Development.
  • Documented experience in conducting participatory qualitative assessments and action research related to the development at community, regional and national levels.
  • Expertise and experience of development project design, monitoring and evaluation
  • Experience of effective interactions with local national organizations, government departments, and international humanitarian actors.
  • Excellent and proven analytical skills
  • Knowledge and experience of Cambodian situation and other Asian countries will be an asset;
  • Experience in developing financial strategies for successful fund mobilization.
  • Conversant with application of cross cutting themes including Gender Equality, Disability, and Social Inclusion (GEDSI), and rights-based approach to development.
  • Excellence spoken and written communication skills in English.
