Consultant to Develop LHCO Strategic Plan 2027-2032

Objectives
- To develop the Strategic Plan 2027-2032 that will ensure that LHCO fulfils its mandate and achieves its long-term goals.
- To review and clearly set out LHCO’s vision, mission, core values, goals, objectives and approaches.
- To develop LHCO’s Theory of Change (ToC) and identify Strategic Priorities.
- To develop the Result Framework, and a short term, medium term and long-term work plan
- To propose practical recommendations for organizational positioning, partnership, resource mobilization, and sustainability in support of the Strategic Plan.
Scope of Work
The design and implementation of the Strategic Plan 2027-2032 must also take into account and abide by key principles of Cambodian legal and legislation framework, organizational mandates, organizational development, roles of NGO in sustainable development contexts.
Key guiding questions for the development of the Strategic Plan 2027-2032 include, but not limit to the followings:
- What are the significant progress, good practices, lesson learnt, and challenges of the current LHCO Strategic Plan 2021-2026?
- What are the changes in the country contexts (governance and civic space, upcoming election, youth participation, economic development including business trends and social enterprise, education, digitalisation, climate change and gender and social inclusion)?
- What changes do we want to see in 2032?
- What are LHCO´s contribution to make those changes? What are the priorities? What to focus and what to scale up? How do we make a difference? What are our comparative advantages to make these differences? What are the working modalities? In what ways do the changes contribute to LHCO goals? How does LHCO measure the changes?
- What are the resources needed to make those changes? How are they managed? How does LHCO mobilize resources and sustain its program operation? What are the resource mobilisation strategies? What are the capacity gaps? How are we going to fill the gaps?
- Who are the potential stakeholders, partners and influential actors? How are we going to engage them?
Eligibility
- National or International proven experience and track record of Strategy Plan Development.
- Documented experience in conducting participatory qualitative assessments and action research related to the development at community, regional and national levels.
- Expertise and experience of development project design, monitoring and evaluation
- Experience of effective interactions with local national organizations, government departments, and international humanitarian actors.
- Excellent and proven analytical skills
- Knowledge and experience of Cambodian situation and other Asian countries will be an asset;
- Experience in developing financial strategies for successful fund mobilization.
- Conversant with application of cross cutting themes including Gender Equality, Disability, and Social Inclusion (GEDSI), and rights-based approach to development.
- Excellence spoken and written communication skills in English.
