Cambodian Organization for Children and Development (COCD) is a non-governmental, non-political, non-profit and non-religious organization creating lasting change in the lives of children in remote areas of Cambodia. The organization was established in 2008 by a group of Cambodian development professionals with technical support from Terre des Hommes Germany, and officially registered with the Ministry of Interior in March 2008. Recognized and well-known for our strong commitment to child safeguarding, accountability, innovation and collaboration, professionally, our integrated work takes us into the heart of communities, where we help children and families assist themselves.

COCD has a vision that all children have quality social welfare and are free from all forms of abuse. To realize this vision, COCD’s mission is to improve the quality of life of vulnerable and abused children in Cambodia through tackling structural causes of poverty, inequality, social exclusion and child abuse.

The head office is located in Phnom Penh, with operational offices in Pursat, Battambang, and Kampot provinces overseeing more than 8 projects across 14 districts. As one of the few child-focused NGOs and child safe organizations (CSO) that operate in remote areas of Cambodia, COCD helps around 5,000 children and their poorest families each year and uses a child-centered approach that focuses on child protection and development, socio-economic empowerment, and institutional capability building for sustainability.

Summary

THE ASSIGNMENT OBJECTIVES:

The overall objective of this consultancy is to develop the new COCD Strategy 2024-2028 that will ensure that COCD fulfils its mandate and as well help COCD working towards long-term goals. The new strategy and Theory of Change should among others.

  • Clearly set out COCD’s vision, mission, core value, goal, objectives, approach and principles
  • Develop a short term, medium term and long-term work plan and timeline against COCD objectives. Specifically:
  • Outline key programs for COCD to deliver on its strategic objectives including defining its internal governance system, staff gap analysis and training plan, fundraising strategy and communication analysis
  • Outline approach to harmonising collaboration with partners and key actors in COCD work.
  • Develop results framework with key indicators to measure COCD’s strategy implementation within the 5-year timeframe including a risk and mitigation register
  • Develop an effective COCD's Theory of Change
  • Incorporated COCD's Theory of Change (ToC) into the 5-year strategy and its documentation.
  • Develop an effective internal evaluation mechanism
  • Lay out how COCD can mobilise additional funding for sustainability
  • Outline communications approach, including media, and aligned with advocacy efforts.

SCOPE OF WORK:

The design and implementation of the Strategic Plan 2024-2028 must also take into account and abide by key principles of Cambodian legal and legislation framework, organizational mandates, organizational development, role of NGO in sustainable development context.

Eligibility

  • REQUIRE QUALIICATION COMPENCIES/EXPERIENCE:
  • National or International proven experience and track record of strategy plan development
  • Documented experience in conducting participatory qualitative assessments and action research related to the development at community, regional and national level.
  • Expertise and experience of development project design, monitoring and evaluation
  • Experience of effective interaction with local national organizations, government departments, and international humanitarian actors.
  • Excellent and proven analytical skills
  • Knowledge and experience of Cambodian situation and other Asian countries will be an asset;
  • Experience in developing financial strategies for successful fund mobilization.
  • Conversant with application of cross cutting themes like gender, governance and disability mainstreaming.
  • Excellence spoken and written communication skills in English.

Submission Requirements

MANAGEMENT AND SUPEVISION:

The new Strategic Plan 2024-2028 and ToC will directly report to COCD that will provide guidance and review and endorse deliverables as per the schedule agreed upon.
