The agriculture sector plays very crucial roles in supporting economic growth, generating jobs, ensuring food security, and promoting the development of the rural economy as it’s also embedded in the Government’s Rectangular Strategy. To adhere the strategy, the Ministry of Agriculture, Forestry and Fisheries issued a Prakas on Procedures for Formation and Registration of the Agricultural Cooperative Union where CACA was to be established as the supreme organ of agricultural cooperatives.

The Cambodia Agricultural Cooperative Alliance (CACA) was established by the Agricultural Cooperative (AC) and the Agricultural Cooperative Union (UAC) across the Kingdom of Cambodia. The CACA’s founding general meeting was convened on 30th-31st December 2019 and the CACA was officially registered with the Ministry of Agriculture Forestry and Fisheries on 23rd January 2020. CACA is the highest body and the legal represent of the ACs/ACUs in the Kingdom of Cambodia, formatted to protect ACs/ACUs rights and interests, to facilitate and provide supporting services to ACs/ACUs so that they can fulfil their mission to develop agriculture sector and socio-economic at community levels which would contribute to the national economic growth of Cambodia.

Position Summary

Objective

CACA is seeking for a qualified individual consultant to carry out a participatory process to develop a 5-Year Strategic Plan and Operational Plan 2023-2028 for CACA.

Scope of work

The consultant is expected to carry out the following activities:

  1. Conduct environmental scanning on development context/trends affecting the future development of the AC, UAC, and CACA.
  2. Prepare for and facilitate a two-day strategic planning workshop with CACA officials and selected AC, UAC and relevant stakeholders to:
  3. Develop vision, mission, goal, and core values for CACA
  4. Analyze SWOT
  5. Define strategic issues and formulate key strategies, indicators of success, and key milestones to measure
  6. Agree on structure and responsibility to implement the plan
  7. Write 1st draft Strategy Plan & Operational Plan (SPOP)
  8. Present and discuss the draft SPOP with CACA management
  9. Facilitate a workshop with relevant stakeholders to present and gather feedback on the draft SPOP
  10. Finalize the SPOP based on comments from CACA management and workshop’s outputs (in English)

CACA will assign key officials to support the consultant throughout the SPOP development processes. CACA will:

  • Provide information/data and relevant documents to the consultant
  • Provide venue and refreshment for the workshop
  • Inform/invite/coordinate the relevant participants

Duration of the SPOP development

The process of the SPOP development is expected to start in July 2022. The SPOP document is expected to complete within 2022. Based on the project policy, consultants have to include income tax payment within their budget proposals.

Requirements:
  • The consultant shall have the following expertise and qualification:
  • At least bachelor degree in business management, planning, rural development, economy, agricultural, and/or any other relevant university degree;
  • At least 5-year experience in strategic plan or policy formulation;
  • At least 5-year experience as a senior manager or director of program or organization (preferably in a profit organization/firm);
  • Sound understanding about AC/UAC/CACA;
  • Demonstrated analytical and “joined-up” thinking skills
  • Excellent written and verbal communication skills in English.

The bids received shall be evaluated by CACA with regard to their cover letter and CV (50%) and to their commercial aspects (50%) whereupon the bidders shall be ranked.

Contractual negotiations are generally commenced with the first bidder on the list. Should these negotiations not be successful, the second bidder on the list shall be invited to commence negotiations. Unsuccessful consultant shall not be informed and shall not receive a separate notice to this effect.
