The Skills Development Programme (SDP) Phase 3 (2024 to 2028) is a project of the Swiss Agency for Development and Cooperation (SDC), co-funded by the Liechtenstein Development Service (LED). Phase 3 of the SDP is implemented by Swisscontact in consortium with involas, in collaboration with the Ministry of Labour and Vocational Training (MLVT) and the Ministry of Tourism (MoT). The programme operates in twelve target provinces: Kratie, Stung Treng, Preah Vihear, Mondulkiri, Ratanakiri, Pursat, Battambang, Banteay Meanchey, Oddar Meanchey, Pailin, Kampong Chhnang, and Koh Kong. The SDP works closely with the government at national and sub-national levels, partnering with public and non-governmental training providers, as well as private companies and small enterprises in the hospitality and other sectors.

To support us in the project activities, we are looking for a motivated individual consultant or consulting firm to be a part of our team.

Study framework

The study questionnaires will be developed based on the objectives described in the “Objectives of the Study” section as well as the indicators outlined below.

Indicators for graduates:

Proportion of graduates

  • satisfied with post-training support received (TVET graduates)
  • with improved employment status: (self or waged) employment/ promotion
  • reporting that training improved their competencies
  • with increased income compared to income before training
  • that improved their working condition
  • that continued studying
  • reporting relevance of training received for workplace
  • satisfied with working conditions
  • reporting having written employment contract
  • reporting on perceive other benefits attributed to the training

Indicators for employers:

Proportion of employers

  • reporting relevance of skills and competencies of the graduates at workplace.
  • who are satisfied with the graduates’ skills and competencies.
  • that will recommend the graduates to other enterprises

Bidder Eligibility

  • Selection Criteria:
  • Cambodian or foreign enterprise or individual consultant located in Cambodia.
  • Demonstrated professional experiences in conducting research and previous relevant studies.
  • Knowledge in questionnaire design and utilise digital platform (preferably Kobo Toolbox) to digitalise questionnaire and collect data.
  • Have enough support team and staff required for the study.
  • Fluency in English, both written and spoken for reporting and communicating with the project team. Data collection personnel must be able to communicate in Khmer.
