- Cambodia Vegetable Value Chain Development Project (CVCD).

Project duration: 01 July 2024 – 30 June 2025
Total budget estimation for both projects managed by all the above partners (6):
- PPNP Project: USD 534,270.86
- CVCD Project: USD 520,168.80
- The financial review will be covered for the period from 01 Jul 2024 – 30 Jun 2025 in alignment with the fiscal year of Heifer.
- The consultant is required to conduct desk review at the field office of project partner organization.
- 100% of financial transactions are required to review with accuracy and compliance to Heifer’s policies and guidelines (project agreement) and local requirements.
- Conduct field visit/physical check with project beneficiaries, vendors, and cooperatives at least 50% of the key transaction; for example: investment funds beneficiaries in CVCD project, Training/Meeting and CSF fund managed by cooperatives etc. (sample selection will be discussed with Heifer’s finance team before field work).
- The auditor must confirm whether donor funding is clearly segregated from other donor sources, and whether income and expenditures are separately recorded.
- Inventories and assets registers are complete and accurate, and the existence and ownership of assets and stock is regularly verified through physical checks to ensure that they are being used for the intended purposes of the project.
- All necessary supporting documents, records, and accounts have been properly prepared and maintained for all project ventures including expenditures reported to the donor.
- Expenditures on the project funds have been authorized or approved at the appropriate level of delegated authority.
- Goods and services funded by the donor have been procured in accordance with the relevant financing agreements and standard procurement guidelines.
