As part of the ISA project, and with funding from the Agroecology and Safe Food Systems Transitions (ASSET) project, Swisscontact has been working with the Preah Vihear Meanchey Union of Agricultural Cooperatives (PMUAC). The Union has 25 agricultural communities, equivalent to over 6 thousand farmers with a total production area around 300 thousand, and most produce rice and cassava. The partnership specifically emphasizes creating and running a cover crop initiative to enhance farm and soil health, climate-smart practices, and possible sources of new income for local farmers. Grounded in the above with KroupouchKasekor framework, the initiative aims to illustrate the role of business models in building more resilient and sustainable agriculture through Agricultural Cooperatives (ACs) in rural Cambodia.

To support us in the project activities, we are looking for a motivated individual consultant or consulting firm to be a part of our team.

Consultant to Conduct Business Model Development and Marketing Strategy

Responsibility:

Task 1: Business Model Development

  • Analyze the local context and PMUAC’s capabilities for the identification of relevant approaches for cover crop production and commercialization.
  • Create a business model centered around agroecological principles highlighting the advantages of cover crops: soil health improvement, decrease in input costs, and resilience to climate.
  • Identify pricing strategies, distribution channels, potential customer segments, and sustainability considerations.

Task 2: Marketing Strategy Design

  • Design a marketing strategy tailored to PMUAC’s structure and the needs of its member Agricultural Cooperatives (ACs).
  • Include messaging frameworks, promotional materials, and outreach activities to raise awareness and encourage adoption among farmers.
  • Identify suitable communication channels (e.g., farmer meetings, social media).

Task 3: Validate and Consult

  • Normalize and finalize business and marketing strategies with PMUAC, few selected ACs and relevant stakeholders.
  • Integrate feedback into final outputs.

Task 4: Delivery to Agricultural Cooperatives

  • Deliver the final strategies to PMUAC and its member ACs through an interactive training session or presentation workshop.
  • Format can be in-person or virtual, depending on logistical feasibility and preference of stakeholders (to be decided jointly with Swisscontact).

Bidder Eligibility

  • Selection Criteria:
  • Proven experience in agribusiness development, with a focus on smallholder inclusion, business planning, and market-based solutions within rural agricultural systems
  • Demonstrated ability to work with and strengthen the capacity of Agricultural Cooperatives and farmer groups, particularly through hands-on support and tailored business models
  • Strong knowledge of agroecology practices, including the use of cover crops for soil health and climate resilience, and how these can be commercialized through cooperative-led initiatives
  • Practical experience designing and implementing marketing strategies for agricultural products, with a focus on local market systems and farmer-level adoption
  • Background in engaging both public and private sector actors, creating partnerships, and navigating development programs to support inclusive business models
  • Experience in training and facilitating participatory workshops or strategy sessions with local stakeholders (e.g., ACs, union members, PDAFF)
  • Excellent communication skills in both Khmer and English, with a proven ability to develop clear, actionable, and locally relevant materials
