Context

EnergyLab Asia is an innovative not-for-proft organization driving a fair and impactful transition to renewable energy in Southeast Asia. We were established in Cambodia in 2018 and are based in Phnom Penh. In 2024, we expanded our operations to Lao PDR and now work across Southeast Asia to advance clean energy solutions that beneft the entire region. We bring together diverse stakeholders to accelerate the energy transition through policy events, strategic analysis, and capacity building.

Project Summary

“Building a clean energy skills ecosystem for Cambodia” is a three-year skills development project (2025-2027) funded by the Liechtenstein Development Service (LED) and led by EnergyLab Asia.

This project focuses on skills development for the clean energy sector. We are working with the private sector, government, and training providers to understand the critical skills gaps that must be flled to deliver the clean energy transition, and work collaboratively to develop strategies to deliver these skills.

To ensure that Cambodia’s skills agenda is built on a strong foundation, EnergyLab has commissioned a series of studies on the underlying skills requirements and training opportunities across key clean energy sectors. In late 2024, a study on skills in the Electric Vehicle (EV) sector, Powering the Future - Opportunities and Challenges in Skills Development Within Cambodia's Electric Vehicles sector, was completed, and a complementary report on Energy Efciency (EE) and Renewable Energy (RE) will be fnalised shortly. This assessment will compile the data from these reports and their key fndings into a single, clear, and visually appealing assessment document in English and Khmer to be disseminated nationally to government agencies and education facilities.

Report to: Energy Policy Lead and Clean Energy Skills

Key Objectives

The assignment will build on existing EnergyLab research on EE, RE, and EV, synthesising the fndings for clarity and uniformity.

Key tasks under the assignment include:

  1. Desk Review & Data Set Synthesis – Synthesise data from the two reports into a single baseline data set (in Excel and Word); and analyse the data and create compelling data visualisation charts, graphs, infographics, etc. to make the information easily digestible and understandable to Provincial-level TVET program administrators, etc.
  2. Recommendations – Clearly highlight and explain the recommendations, translating them (if needed) into non-technical/layperson language, for a wide national audience. These will help inform private sector workforce planning, government policy alignment, and curriculum development in technical and vocational training institutions.
  3. Design – Produce clear and compelling graphic design work, in Khmer and English, based on the reports, that can be used in future EnergyLab work across Cambodia to support Clean Energy skills development.

Bidder Eligibility

  • Applicant Requirement
  • Applicants may be an individual or a group. The individual or team must possess: a strong understanding of socio-economic or skills research in the Cambodian context; proven report writing experience in English, with Khmer translation; demonstrated competency in research design as well as data visualisation skills to produce high-quality infographics, graphs, and other visual outputs. Prior knowledge of clean energy and/or skills development research is a bonus. Profciency in both Khmer and English is a requirement for selection as the individual consultant. If there is a consultant team, they must be composed of at least one native Khmer speaker, with other team members having proven professional profciency in English.

  • A technical proposal clearly highlighting the relevant approach to be utilised in the assessment work and design tasks, with a clear work plan for producing all deliverables by December 5th. (All the technical documents will be shared by the EnergyLab team)
  • A sample of previous work or portfolio highlighting the data visualisation, English writing, and Khmer translation skills, and graphics designs by the individual or team applying.
  • A financial proposal.
