Since 1998, Marie Stopes International Cambodia (MSIC) has established itself as one of the leading and most trusted providers of comprehensive sexual and reproductive health (SRH) services, specializing in safe abortion, contraception and other SRH services. We empower our clients to make decisions on their own SRH destiny. We are here to support our clients’ needs in order for them to pursue their plans and dreams for themselves and their families. MSIC has a network of eight clinics located in Chbar Ampov, Sen Sok, Takhmao, Battambang, Siem Reap, Svay Rieng, Kampong Thom and Poipet.

To bridge the gap of access for people in provinces without MSIC clinics, MSIC works with 30 community-based midwives called Marie Stopes Ladies to provide contraception and safe abortion services to women and girls in their communities. MSIC operates a Helpline/Contact Centre which provides SRH information, counselling and referrals for services via phone, email and social media. MSIC communication activities focus on addressing harmful norms and dismantling taboos which are a barrier to service access. MSIC is a long-term partner of the Ministry of Health of Cambodia.

MSIC has been fostering partnerships with NGOs that serve marginalized groups, including girls, youth, women, persons with disabilities, individuals with diverse sexual orientations, gender identities, gender expressions, and sex characteristics, as well as other individuals in vulnerable situations. In pursuit of our mission, MSIC embraces the principle of “leaving no one behind” by working with local NGO partners, delivering sexual and reproductive health (SRH) awareness sessions to local communities, and removing financial barriers for those in need of SRH services, especially young people, survivors of sexual and gender-based violence (SGBV), persons with disabilities, and other groups in vulnerable situations.

Summary

Scope of work

The consultancy will include the following key tasks and activities:

  • Development of data collection tools for use in the study, including interview guide key informant interviews (KIIs), consent forms.
  • Conduct qualitative data collection using participatory methods, such as in-depth interviews to answer research questions, with existing partner organisations (e.g. Organisation for Musical Association for Person with Disability)
  • Analyse primary qualitative data, and assemble typed notes into organised package for submission
  • Deliver an initial findings presentation to the MSI team, as an opportunity to garner feedback and input for incorporation into the report.
  • Produce and submit a draft report with findings from the study, and proposed recommendations and roadmap, aligned to the study objectives.
  • Incorporation of feedback from key representatives from MSIC, MSI Asia Pacific and Asia Regional Support Team, into a final report and roadmap.

Methodology

The research firm or individual will be expected to propose a detailed methodology during the inception phase.

The research firm or individual is encouraged to apply a gender and equity lens across all methods, particularly in assessing access for underserved populations.

Location selection: This project seeks to assess the role of partner NGOs in referring clients to inclusive health services and to identify opportunities for strengthening collaboration in Phnom Penh and Siem Reap.

Data Collection: The KII interview can be done in-person or via virtual mediums.

Data Management, Quality, and Analysis: The questionnaire will be in Khmer Language, with English back translation. Data validation, cleaning, and analysis will be the responsibility of the research firm or individual leading this survey.

Eligibility

  • Qualifications:
  • Postgraduate degree in relevant area e.g. research methodologies.
  • Experience:
  • Evaluator with a minimum 5-7 years of relevant experience conducting evaluations (essential)
  • Demonstrated skills and experience in evaluation projects, including qualitative and quantitative research methodologies and analysis, including conducting in-depth interviews (essential)
  • Knowledge of family planning, sexual and reproductive health services (desirable)
  • Knowledge on gender equality, disability and social inclusion mainstreaming, localisation and inclusive programming (desirable)
  • Skills:
  • Excellent oral and written communication in English
  • Organisational skills to prioritise and manage workload
  • Ability to work effectively under pressure and meet deadlines
  • Excellent skills in MS Word, Excel, Outlook, Copilot and Teams
  • Attitudes:
  • Prochoice, respecting an individual’s right to control their own fertility
  • Client focused
  • Ability to be flexible as required
  • Ability to uphold all MSI’s procedures, policies and values, including safeguarding

  • Short proposal addressing the above terms of reference, outlining sufficient detail about the methodology to assess if it would allow them to answer the research questions
  • Budget broken down by each activity, including expenses incurred.
  • Deadline for submission of bids, where applications should be submitted and the process for short-listing final consultants / agencies.

They have been adapted for MSI’s contexts and align with MSI’s Safeguarding Policies, Data Protection Standards and the principles which guide MSI’s Ethics Review Committee’s review of research study protocols.
