Lutheran Hope Cambodia Organization (LHCO), a new name of Life With Dignity (a localized NGO from the Lutheran World Federation) known as Angkar “L”, a name given by rural communities, works to promote human dignity for vulnerable communities in Cambodia. LHCO’s vision is that of people living with dignity and its mission is to work with vulnerable people and communities to transform their personal and socio-economic situation towards self-reliance through holistic development approaches. LHCO’s current strategic priorities include: 1). Sustainable Livelihoods and Agriculture; 2). Disaster Risk Reduction and Climate Change Adaptation; 3). WASH, Nutrition and Health; 4). Education (Pre and Primary Education); and 5). Social Community Engagement.

With the support of Mission Alliance (MA), LHCO has implemented the “Fullness of Life for Urban Children and Youth (FLUCY)” project. This project aims to empower urban youth and improve their socio-economic status, with a timeframe from 2024 to 2028. The project focuses on 1). vocational and entrepreneurship skills development among youth, and 2). Improved access to education of children at the target primary schools. To ensure the youth build technical skills, the project has been working with 03 exiting communes/Sangkat, 03 churches, and other partners/stakeholders to strengthen the personal development, vocational skills, and entrepreneurship skills of 08 youth groups with 160 youth members. This will occur through increased incomes through their employment/self-employment which will result after completing the vocational or business entrepreneurship trainings.

This Term of Reference aims to develop a tool to assess the youth’s background: interests, skills, and education & what training opportunity is suitable for them. This would then enable the project to select youth to attend the right vocational or business course and put them in the right job or business effectively.
