Consultant(s) to Deliver Capacity‑building and Organizational Strengthening for CDPO’s Management Team

Objective:
The objective of this consultancy is to strengthen the capacity of CDPO through targeted capacity‑building and organizational development support. By engaging local Technical Assistants (TAs), CDPO seeks to enhance leadership, governance, policy advocacy, program management, and strategic planning skills to ensure the organization can effectively represent persons with disabilities, advocate for their rights, and promote disability inclusion across mainstream systems, programs, and services.
Scope of Work:
A qualified local consultant will provide targeted technical assistance to strengthen the capacity of CDPO’s management team. The scope of work will include, but not be limited to, the following:
- Capacity‑building workshops and mentoring: Design and deliver on the job-training sessions and coaching for CDPO management based on the capacity assessment.
- Policy and advocacy support: Build management team capacity to engage effectively in national policy dialogue, represent OPDs and WWDFs, and advocate for disability inclusion in mainstream systems and services.
- Stakeholder engagement: Facilitate connections and collaboration with government agencies, civil society organizations, and international partners to expand CDPO’s influence and resource mobilization.
- Documentation: Produce practical tools to support the management team on their daily work.
Service output:
The consultant(s) will provide:
- An organizational assessment with proposed a practical capacity‑building plan.
- Training materials and delivery of workshops/mentoring sessions.
- On-going coaching sessions upon agreed plan.
- Supporting notes and relevant factsheets for supporting to CDPO’s management team to better engage with relevant discussions
- Practical supporting tools for CDPO’s management team to enhance their daily management.
- A final report summarizing activities, outcomes, and suggestions.

Eligibility
- The consultant(s) should meet the following qualifications and experiences:
- Educational background: Advanced degree in management, public policy, social sciences, development studies, or a related field.
- Professional experience: Minimum of 5–7 years of relevant experience in organizational development, capacity‑building, or NGO management, preferably in Disability field.
- Technical expertise: Demonstrated knowledge in disability inclusion, policy advocacy, program design, monitoring and evaluation, and organizational strengthening.
- Mentoring and coaching skills: Proven ability to design and deliver workshops, mentoring, and coaching for management teams.
- Strategic planning experience: Experience supporting NGOs or civil society organizations to develop multi‑year strategies and operational plans.
- Communication skills: Strong written and verbal communication skills in Khmer and English, with the ability to produce clear reports and training materials.
- Collaboration and networking: Ability to engage effectively with diverse stakeholders, including OPDs, government agencies, civil society, and international partners.
- Cultural competence: Sensitivity to disability rights, gender equity, and inclusive practices in the Cambodian context. Familiarity with OPDs in Cambodia.
- Availability: Capacity to commit to a 30‑day consultancy over a number of months.
- Fluent in Khmer.
