Consultant on Livelihood Improvement

Expected Place of Travel: Kampot and Koh Kong Provinces, Cambodia
Assignment Duration: Output-based payment – 100 working days (expected to start in August 2025 and end the assignment in December 2027)
The Consultant on Livelihood Improvement will be consulted with the National Team Leader and under the management of the National Project Manager at NCSD to implement the project activities on time and reach the target objectives effectively under the technical advice of the UN-Habitat in close coordination and communication with other stakeholders and consultants involved in the project.
Specially, the main tasks of the Consultant on Livelihood Improvement will contribute to Component 2 (Output 2.3) of the project as described below:
Output 2.3. Exploration of livelihood diversification options (inland fisheries, fisheries product processing/value addition, seaweed cultivation, mat making and livestock raising etc.) and supporting of the most vulnerable households to increase income from agriculture and inland fishing (including women and youth) with initiation of these livelihoods
The coastal fishing villages of Kampot and Koh Kong Provinces face significant challenges, including limited income opportunities and vulnerability among households, with a particular focus on women and youth. The heavy reliance on traditional fishing practices has resulted in income instability and a lack of economic resilience. Livelihood diversification is essential for reducing vulnerability to climate change. Livelihood diversification of vulnerable communities consists of maintaining and adopting a diverse portfolio of activities to survive and improve living standards by assisting in increasing income, improving assets, and, most importantly, building economic resilience against climate disasters.

- Conduct research and assessment including surveys, studies, and assessments to identify the most suitable livelihood diversification options in each target location
- Define target trainee groups including local communities and individuals
- Conduct a training needs assessment to identify the gaps in knowledge and capacities
- Develop appropriate training materials on suitable livelihood diversification options to enhance their skills and knowledge in aquaculture, product processing/value addition, handicraft making, and ecotourism
- Propose necessary infrastructure and facilities to support the identified livelihood diversification options
- Support the project team to select company to set up necessary infrastructure and facilities to support the identified livelihood diversification options
- Develop marketing strategies, create promotional materials, and organizing events to raise awareness and attract visitors to the newly developed livelihood options
- Deliver the training programs and workshops to the target trainee groups
- Develop training report, which would capture the whole training processes (definition target groups, training needs assessment, development of training materials, and training delivery) and the results of the training with pre and post evaluation
- Monitor the progress of livelihood activities
- Develop a case study and lessons learnt on livelihood improvement
- Prepare the whole output completion report.
- Education:
- Master’s degree in rural development, agriculture, livelihoods, environmental sciences, or related field.
- Experience and skills:
- A minimum 5 years’ experience in delivering livelihood-focused training in development or humanitarian and climate change contexts.
- Strong understanding of climate-resilient livelihood strategies in Southeast Asia and Cambodia.
- Proven experience in participatory training methodologies and community facilitation.
- Strong knowledge of climate-resilient on Agri-value chain production in coastal areas and impact &cause of climate change including adaptation and mitigation response (inland fisheries, fisheries product processing/value addition, seaweed cultivation, mat making and livestock raising etc.)
- Familiarity with sustainable building practices and green materials.
- Ability to coordinate with multiple stakeholders including government bodies, NGOs, and community leaders.
- Demonstrated experience in participatory training methodologies and curriculum development.
- Strong analytical and problem-solving skills.
- Good communication, presentation, and writing skills both in Khmer and English;
- Good experience in multi-stakeholder coordination.
- Language Requirements:
- Excellent command of Khmer and English (both spoken and written)
Consultant on Resilient Housing Training

Assignment Duration: Output-based payment - 80 working days (expected to start in August 2025 and end the assignment in December 2027)
The Consultant on Resilient Housing Training will work closely with a consultant hired under the output 1.5, the National Team Leader and under the management of the National Project Manager at NCSD to implement the project activities on time and reach the target objectives effectively under the technical advice of the UN-Habitat in close coordination and communication with other stakeholders and consultants involved in the project.
Specifically, the main tasks of the Consultant on Resilient Housing Training will contribute to Component 3 (Output 3.4) of the project as described below:
Output 3.4. Training Communities in target locations on resilient housing/latrines construction techniques. [Linked to Outputs 1.5]
In reference to the resilient housing design developed under output 1.5, training and capacity building in the abovementioned areas will train and enhance the knowledge of communities, including artisans within the community, on knowledge of hazard-resilient construction techniques. Hazard-resilient housing and latrines are not common in the target areas, and local people are not aware of hazard-resilient construction techniques. To showcase and replicate hazard-resilient housing and latrines in the vulnerable coastal settlements, capacity-building of communities, especially unskilled and semi-skilled workers, is important in the target areas.
- Work with a consultant on housing design to define training groups (ranging from unskilled, semi-skilled and skilled labours, and artisans) in target locations in Koh Kong Province, especially those who can be part of resilient housing/latrines construction under Output 1.5
- Conduct training needs assessment to identify the gaps in knowledge and capacities in hazard-resilient construction techniques of the target trainee groups
- Formulate a resilient-housing guideline and appropriate training materials on hazard-resilient construction techniques and people-process/community contract for the target trainee groups in referring to the resilient housing design developed under output 1.5
- Deliver 1st round of the training to the target trainee groups
- Develop 1st round training report, which would capture the whole training process (definition of training groups, training needs assessment, development of training materials, and training delivery) and the results of the training with pre- and post-evaluation.
- Revise the list of target groups and training materials following lessons learnt from the 1st round of the training and its pre- and post-evaluation results.
- Deliver 2nd round of training to the target trainee groups
- Develop 2nd round training report, which would capture the whole training process (definition of training groups, training needs assessment, development of training materials, and training delivery) and the results of the training with pre- and post-evaluation.
- Monitor the community construction and provide on hands-practice
- Develop a case study, lessons learnt on hazard-resilient construction techniques.
- Prepare the whole output completion report.
- Education:
- High-level degree (Bachelor's or equivalent) in architecture, civil engineering, construction management, community development or related fields.
- Experience and skills:
- A minimum of five years’ professional practical experience in the field of housing construction or a related field.
- Experience working in training, capacity building, participatory and community-based activities.
- Similar experiences with the hazard-vulnerable housing issues and key stakeholders, or proven experience with NCSD/MoE on any climate change projects, are preferable.
- Good communication and writing skills in Khmer and English.
- Good experience in multi-stakeholder coordination.
- Experience in coordination with the government at both national and sub-national levels.
- Language Requirements:
- Excellent command of Khmer and English (both spoken and written)

The Consultant on Resilient Housing will work closely with the consultant hired under the output 3.4, the National Team Leader and under the management of the National Project Manager at NCSD to implement the project activities on time and reach the target objectives effectively under technical advice of the UN-Habitat in close coordination and communication with other stakeholders and consultants involved in the project.
Specially, the main tasks of the Consultant on Resilient Housing will contribute to Component 1 (Output 1.5) of the project as described below:
Output 1.5. Development of resilient housing and toilet designs and construction of demonstration housing units in three vulnerable communities in Koh Kong Province
Climate change brings challenges, but it also brings the opportunity to design the resilience necessary to improve housing and sanitation for the most vulnerable. Strong winds and frequent flooding damage houses, especially those most vulnerable. Climate-resilient housing and toilets will enable people to adapt autonomously to climate change. UN-Habitat will draw lessons from the ‘Climate Change Adaptation through Protective Small-Scale Infrastructure Interventions in Coastal Settlements of Cambodia’, particularly on adopting housing designs piloted under the Project above. The Project will be implemented in village 1, Sangkat Smach Mean Chey, Krong Khemara Phoumin; in a community in Peam Krasaob commune, Mondol Seima District; and another community on an island in Bak Khlang commune, Mondol Seima District.
