Consultant – Monitoring, Evaluation, Accountability, and Learning Specialist
Location: Hybrid (Remote & Office-based)
Duration: 6 months, renewable depending upon performance and budget availability
Reports to: Executive Director

Position Overview
The Part-Time Consultant – MEAL will work closely with all CamboJA’s program divisions and relevant teams to support CamboJA in operationalizing its MEAL Framework, monitor the achievements of all ongoing programs, and ensure that data collection, reporting, and learning mechanisms are systematically applied.
- The Consultant will work closely with CamboJA’s management and program teams to:
- Review and refine the existing MEAL Framework and tools if needed
- Design and/or update data collection tools for effective tracking of program indicators
- Support the Program Directors in implementing the MEAL framework across ongoing and upcoming programs
- Support program teams to collect, analyze, and report on output and outcome indicators
- Develop and maintain a program results dashboard and provide regular updates to Management Committee
- Facilitate quarterly review and reflection sessions with staff to promote learning and adaptive programming
- Conduct capacity building sessions for CamboJA staff on MEAL practices
- Conduct research or study and/ or coordinate with external experts to conduct research, study, or evaluation, if need
- Support Program Director to produce project’s reports to donors and produce CamboJA’s annual report.
- Prepare an end-of-assignment report with key findings, lessons learned, and recommendations for future MEAL strengthening.
- Deliverables
- Inception report and work plan
- Revised MEAL Framework and tools (if needed)
- Consolidated monitoring and reporting matrix.
- Program results dashboard
- Capacity building/training materials and sessions delivered.
- Work with Program Directors to produce donors requirement reports and CamboJA’s Annual Report
- Education: A Bachelor’s degree in Social Sciences, International Development, Monitoring & Evaluation, or related field. A Master’s degree is an advantage.
- Experience:
- At least 5 years of experience in Monitoring, Evaluation, Accountability, and Learning, with experience working in Media NGO sector or the human rights field.
- Proven experience working with MEAL systems and frameworks in program management.
- Experience supporting the implementation of MEAL frameworks or similar monitoring systems.
- Experience producing project reports, and organizational annual reports
- Technical Skills:
- Strong knowledge of M&E methodologies, tools, and data collection techniques.
- Proficiency in data analysis tools (e.g., Excel, Google Spreadsheet, Kobo Toolbox) and data visualization platforms.
- Experience in accountability systems, including beneficiary feedback mechanisms.
- Experience in knowledge management and learning processes.
- Communication: Excellent written and verbal communication skills, with the ability to present findings clearly to diverse audiences.
- Languages: Fluency in Khmer and English (written and spoken).
