Position Summary

Program: National Technical Support Project (NTSP)

Reports to: National Technical Support Project Manager

Location of Work: Phnom Penh (with travel to provinces)

Duration: June – August 2026

Consultancy Purpose

The consultancy will strengthen the safety, accuracy, and effectiveness of national protection systems by finalizing standardized, trauma-informed, and child-sensitive procedures for the repatriation of survivors from trafficking through land-border checkpoints. This role ensures a coordinated and survivor-centered response aligned with MoSVY’s national framework and Directive 011.

Brief of Consultancy

The Consultant will serve as a technical expert to bridge the gap in current land-border repatriation mechanisms. Working in close partnership with the Victim Protection Department (VPD) of MoSVY, the consultant will review, validate, and finalize the SOP draft developed internally by RI, conduct field consultations, and develop and deliver a comprehensive training package (ToT) to ensure frontline officials across Cambodia’s international borders are equipped to identify and support victims effectively.

Duties & Responsibilities:
  • SOP Development and Coordination:
  • Review and validate the initial SOP draft developed by RI based on secondary data
  • Conduct field consultations in selected provinces (Banteay Meanchey, Oddar Meanchey, Stung Treng, Battambang, Svay Rieng)
  • Facilitate Technical Working Group (TWG) and consultative workshops to gather feedback from government, civil society, and survivors
  • Finalize SOP in consultation with MoSVY and RI for submission to the Minister
  • Training Package Development:
  • Develop trauma-informed, child-sensitive, survivor-centered, gender- and disability-inclusive training materials
  • Support TWG review and integrate feedback
  • Deliver one Training of Trainers (ToT) session for government officials and relevant NGOs
  • Policy and Compliance:
  • Ensure all deliverables comply with MoSVY Directive 011 on reintegration and follow-up of trafficking victims of human trafficking and sexual abuse staying in the Government Centers, Non-government Organizations and Communities (Directive 011) and other national data protection standards…etc.
  • Ensure SOP and training package are technically accurate, high quality, and survivor-centered
  • Reporting and Documentation:
  • Report to NTSP Manager (RI) and Director of the Victim Protection Department (MoSVY)
  • Support documentation, visual materials, and stakeholder communications as required
  • Others:
  • Up to 43 working days
  • Travel included in budget
  • RI will handle English translation
  • One ToT session included
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Postgraduate Degree in Social Psychology, Social Work, Legal or a related field.
Work History:
  • Research/consultancy experience in social welfare for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Proven track record in developing policy/SOPs for human trafficking or child protection.
  • Experience in curriculum development and adult-based learning (ToT).
  • Skills: Strong interpersonal and facilitation skills for high-level government engagement and expertise in trauma-informed and survivor-centered practices.
  • Languages: Fluency in spoken and written Khmer and English is mandatory.
