CARE is an international development organization fighting global poverty with a special focus on working with women and girls to bring sustainable changes their communities. CARE aims to tackle the underlying causes of poverty and social injustice and to bring lasting change to the lives of poor and vulnerable people. Founded in 1945, today CARE works in over 100 countries around the globe and supporting approximately 1,500 poverty-fighting development and humanitarian aid projects to reach more than 92 million people directly and 433 million people indirectly. CARE works with partners to achieve lasting results for marginalised communities.

CARE has been working with Cambodians since 1973, with an office in Phnom Penh since 1991. Today, CARE focuses on empowering particularly marginalised and vulnerable women in Cambodia, including urban women who are marginalised by occupation, rural women who are denied multiple rights, and women and girls form ethnic minorities. Each year CARE Cambodia implements around 10 projects, reaching approximately 250,000 direct participants and about 500,000 people are reached indirectly.

Summary

Objective:

Primary Objective:

To quantify and assess the environmental impact of transitioning from non-sustainable to sustainable food packaging alternatives and implementing improved waste management practices in terms of carbon emissions and pollution reduction in target project areas.

Specific objectives include:

  1. Establish baseline measurements and conduct longitudinal estimations of carbon emissions and pollution levels in target areas
  2. Calculate and compare life-cycle carbon footprints of non-sustainable versus sustainable packaging materials and waste management practices
  3. Perform mid-term and end-line assessment to measure and evaluate impacts of business model pilots and campaigns
  4. Assess environmental benefits of improved waste collection, sorting, and recycling systems
  5. Evaluate the contribution of food vendors, informal waste collector (edjai), and households to environmental outcomes
  6. Quantify waste diversion rates from landfills and recycling improvements
  7. Analyze pollution reduction trends attributable to project interventions
  8. Assess contribution to Cambodia's climate commitments under Cambodia's third Nationally Determined Contributions (NDC 3.0)
  9. Provide evidence for policy advocacy and recommendations for scaling up and increase environmental benefits
  10. Analyze how key gender groups are affected by environmental impacts and how they contribute to and benefit from reduction carbon emissions and pollution.

Scope of Work:

Geographical Focus:

  • Urban and peri-urban areas surrounding selected garment factories in Kandal, Kampong Chhnang, and Kampong Cham provinces.

Target Groups and Areas:

  • Food vending enterprises and their customers
  • Waste management companies, depots, and recycling factories
  • Informal waste collectors (Edjais)
  • Community areas, waste disposal sites and collection routes, households

Focus Areas:

  • Assessment will cover both sustainable packaging transitions (Output 1) and waste management improvements (Output 2) of the PlasticSmart Cambodia project.

Eligibility

  • Essential Qualifications:
  • Advanced degree in environmental science, environmental engineering, chemistry, or related field.
  • Minimum 5 years of experience in environmental impact assessment and pollution monitoring
  • Proven expertise in life-cycle assessment methodologies and carbon footprint calculations
  • Experience with environmental sampling, waste characterization, waste flow analysis, and recycling system assessment
  • Strong quantitative analysis and statistical skills
  • Fluency in English (mandatory); proficiency in Khmer (preferred)
  • Preferred Experience:
  • Previous work in Cambodia or similar Southeast Asian contexts
  • Experience with plastic pollution and waste management environmental assessments
  • Knowledge of informal waste sector, waste management value chains, and GEDSI
  • Knowledge of ISO 14040/14044 LCA standards and greenhouse gas protocols
  • Familiarity with Cambodian environmental regulations and standards
  • Experience working with development projects and donor requirements
  • Published research on plastic packaging and waste management environmental impacts
  • Technical Qualifications:
  • Proficiency in statistical software (R, SPSS, or similar)
  • Experience with LCA software tools, GIS mapping and environmental monitoring equipment
  • Understanding of carbon accounting and emission factor databases
  • Knowledge of waste management system modeling and analysis

Submission Requirements

Budget:

Interested agencies should submit a detailed budget proposal that outlines all expected costs related to the consultation/survey, including fieldwork, data analysis, reporting, and any other relevant expenses. The budget should be competitive and justifiable based on the proposed scope of work.

Submission of Proposals:

Interested agencies should submit their proposals to email provided in the contact details by December 10, 2025. The consultancy application should be included:

  • Qualifications and experience of the agency and team members.
  • Proposed activities and timeline.
  • Budget with a summary of costs.
  • Contact information for references from previous clients or partners.

Selection Process:

The selection process will include a review of all submitted applications, interviews with shortlisted agencies, and reference checks. The agency that best demonstrates its ability to meet the primary objective of this consultancy (within the proposed timeframe) with most relevant qualification and experience will be selected.
