The Disability Action Council Secretariat General (DAC-SG) received funding from the Fred Hollows Foundation (FHF) to implement the Scaling Up Refractive Error Service in Cambodia Phase-2 (SURES-II) project from 2024 – 2026, for promoting the primary eye care and Refractive Error (RE) among Person with Disabilities (PwDs).

DAC-SG is seeking a qualified consultant to develop a comprehensive Guideline on Eye Care Inclusion for Persons with Disabilities by focusing on Primary Eye Care, Refractive Error (RE), and other non-communicable eye disease specific (e.g. policy, workforce development, enabling environments). In addition, the guidelines will build the capacity to train Trainers (TOT) for the DAC-SG and primary eye care provider in each Public Vision Centers (PVCs) allowing them to provide and disseminate eye care understanding to relevant stakeholders.

Position Summary

Project: Scaling Up Refractive Error Service in Cambodia – Phase-2 (SURES-2) Project

Duration: 23 Days

Objective:

The objective of guideline development:

  • To reduce the prevalence of refractive error (RE) among the general population especially PwDs, NGOS, and in provincial/municipality DAC
  • Build capacity to service providers on eye health care and rehabilitation to PwDs
  • Provide a comprehensive understanding of disability inclusion on refractive error and other factors affecting sight issues
  • Solve issues on challenge and barrier scope for PwDs accessing eye care services
  • This guideline is developed in Khmer Version.
Requirements - Skills, Qualifications, Experience
  • The ideal consultant will have:
  • Certificate bachelor's degree or postgraduate
  • Knowledge of disability legal framework or equivalent
  • Experiences in guidelines development especially in disability and eye healthcare
  • An advanced degree in public health, disability studies, or a related field
  • Proven experience in researching and writing on disability and healthcare topics
  • Experience delivering training, particularly in disability and inclusion
  • Familiarity with disability rights frameworks (e.g., UNCRPD) and inclusive health policies on disability
  • Strong writing, editing, and communication skills.
