Announcement Description

The Cambodian Center for Independent Media (CCIM) is implementing the CECM project, funded by a donor. While the project benefits from annual PME support under donor’s PMERL consultancy framework (4 days/year), this allocation is insufficient to meet the project's full capacity development and technical support needs, particularly during the start-up phase.

Our donor encourages partners to mobilize their own project resources to strengthen PME systems and ensure quality evidence collection, reporting, and learning. In response, CCIM seeks short-term additional consultancy support from August to November 2025 (approx. 5 working days) to help strengthen its PME framework, tools, and reporting systems.

Objectives of the Assignment

To provide targeted capacity-building and technical support to CCIM/CECM staff on baseline data collection, M&E framework development, and donor-aligned reporting, in line with donor’s standards.

Key Responsibilities of Consultant

  • Support baseline data collection and harvesting of outcomes/impacts:
  • Advise on and revise data collection tools (quantitative and qualitative)
  • Provide coaching on tools administration and ethical field data collection
  • Support data tools for annual report:
  • Review and revise existing data collection forms
  • Ensure alignment with output/outcome indicators including unintended changes.
  • Contribute to the Baseline Report:
  • Provide guidance to conduct the baseline study as part of the M&E framework per in comply with donors’ requirement
  • Review baseline findings and help structure the report in line with donor’s guidance
  • Provide written comments
  • Strengthening CECM capacity in donor-compliant reporting:
  • Provide guidance and checklists for activity reporting and output/outcome narrative writing
  • Train staff on incorporating outcome analysis and interpretation
  • Revise and finalize the M&E Framework/Plan:
  • Review existing framework to its completion
  • Update it with indicators, sources, frequency, responsibilities, and tracking system

Timeframe and Level of Effort

  • Duration: August to November 2025
  • Total Days: Up to 5 working days
  • Work mode: Blended (in-person and remote) based on CCIM needs

Reporting Lines

The consultant will report to the CECM Project Manager.

Budget

Consultancy fee will be covered by CCIM using project budget.

Interested consultants/trainers should submit the following a technical proposal outlining their approach to the training; a financial proposal including a breakdown of costs specifying if they are inclusive of related tax; resume demonstrating relevant experience of the trainer.
