MISSION OF THE SERVICE PROVIDER

Objectives of the Assignment

The objectives of this assignment are as follows:

  1. Identify and inventory the financing mechanisms
  2. Survey households on their financial practices and perceptions
  3. Inventory and map existing financing mechanisms for SMEs
  4. Proposed financing mechanisms tailored to the specific needs and capacities
  5. Proposals for SMEs/energy retrofit supply side measures

Scope and Nature of Home Improvement Investments

The financing mechanisms should cover the following types of thermal and energy-efficient retrofitting solutions identified as relevant for the Phnom Penh context:

  • Passive cooling measures: Roof and ceiling insulation, reflective “cool roof” coatings, improved natural ventilation, and external shading devices.
  • Equipment upgrades: Purchase of energy-efficient cooling equipment such as high-performance fans, ceiling fans, and energy-efficient air conditioners (replacing old units or optimizing settings).
  • Structural protections: Installation of sun-shading roofs, curtains, or blinds to reduce solar heat gain through windows, roofing, facades and opening.

The CHILL Pilot phase, which involves detailed technical measurements and the design of retrofitting packages for three pilot houses (flat houses, shophouses, link houses), will run in parallel. This phase will provide the consultant with precise data on retrofitting costs for typical urban Cambodian dwellings. These costing scenarios can be used as baseline for the design of appropriate financial mechanisms.

Eligibility

  • The service provider shall mobilize, individually or collectively, the following skills and qualifications:
  • Master’s Degree (BAC+5) or higher in a relevant field such as Social Sciences, Engineering, Finance/Economics, Geography, Energy, Urban Studies, Sustainable Development, or a similar domain.
  • At least 7 years of professional experience in the sector, with significant experience working in Cambodia.
  • Proven experience in data collection and analysis, particularly in the context of urban energy use or household financial behaviors.
  • Demonstrated skills in leadership, facilitation, and coordination, with a track record of engaging stakeholders at all levels: households (lower-middle income), MSMEs, and institutional (MFIs,Bank, Ministries).
  • In-depth knowledge of housing and urban planning issues in Cambodia, specifically regarding the high-density urban fabric of Phnom Penh (e.g., shophouses, link houses, and mezzanine floor structures).
  • Strong understanding of Energy Efficiency (EE) principles and building thermal comfort, with specific knowledge of passive cooling solutions (reflective roofing, insulation, shading, and natural ventilation).
  • Experience working with the informal sector, particularly small-scale construction artisans and daily-wage laborers.
  • Language Proficiency: Fluency in Khmer is mandatory for field research and community engagement; high proficiency in English is required for professional reporting and communication with the CHILL consortium.

Submission Requirements

COMPOSITION AND SUBMISSION OF THE BID DOSSIER

Interested Consultants or Consultancy Firms must submit a bid dossier including the following elements:

Technical Proposal (80%):

Bidders must present a proposal including the following documents:

  • Proposed methodology and detailed work plan: Explaining the approach to mapping credit pathways and financial products (50 points)
  • Consultant profile(s): CVs (maximum 4 pages; additional pages will not be considered) and the composition/qualifications of any support team mobilized for the assignment (30 points)
  • Experience support documents: Copies of documents demonstrating previous experience relevant to this mission.

Financial Proposal (20%):

Bidders must submit their offer as a lump-sum amount and provide a cost breakdown table. This breakdown must include:

  • Travel expenses and logistics
  • Daily allowances (Per diems)
  • Number of working days and daily honorarium rates.
  • Other miscellaneous costs (materials, etc.).
  • The financial offer must be all taxes included (TTC) and expressed in US Dollars (USD).

Regarding submission conditions and the timeline, payments will be made in two installments upon the approval of the Inception Report and the Final Study Report, respectively.

Bidders are required to justify their technical, administrative, and legal capacity to operate in Cambodia, and any requests for clarification on the ToR must be sent in a single e-mail to Mr. CHEN Cheth, Projects Manager, email before June 12th, 2026.

Applications will be written in English and complete bid dossiers must be submitted exclusively by electronic means in a non-editable PDF format to email provided in the contact details no later than June 19th, 2026, at 12:00 AM, Cambodia time.
