The GBV Safe App was developed under the project “Pathway to Gender Equality: Safeguarding Women and Young Girls in Cambodia against Gender-Based Violence” Phase 1 by the Ministry of Women’s Affairs (MoWA) in collaboration with UNFPA and Child Helpline Cambodia (CHC). UNFPA, MoWA and CHC provided technical support, and the project was financially supported from Wesley Zaidan (Japan). The GBV “Safe App” was launched in late 2024, and aims at providing key information on gender based violence, available services and where women and girls - notably the ones with limited access to other sources of information - can get support. The key support functions in the Safe App include information related to GBV topics, notably: Emergency Contacts, Understanding Gender-Based Violence, and Interventions in gender-based violence, Legal support, other support services, Tips for self-care, and Links to a services map. 

Within the framework of the project, CHC supports the testing and implementation of the GBV Safe App, enhancing its dissemination through demonstrations and direct conversations with target women and girls. This includes distributing promotional materials and explaining the App's benefits and functionality. Additionally, CHC will establish a mechanism for ongoing technical support to MoWA for service referral, client responsiveness, and GBV Safe App awareness. Therefore, CHC is looking for an individual digital app developer to further enhance, provide clear recommendations and develop a transfer plan for the Safe App to be handed over to a government platform.

Consultant for Safe App (iOS)

Expectations - Duties, Responsibilities
  • The consultant will provide technical assistance to the Safe App technical team (UNFPA, CHC, and MoWA) as below activities:
  • Conduct a needs assessment to identify the technical capacity needs of MoWA focal points who are expected to handle the Safe App in the future. Once the capacity assessment has been completed, the consultant will include recommendations for a short term capacity building plan and coaching to the small technical MoWA team, which will be included in the assessment report. Output will be an assessment report with clear recommendations for technical capacity and training / skills needed by MoWA to support the Safe App.
  • Technical support to the project team (UNFPA, CHC, and MoWA) in the process of registering the Safe App into the IOS Apple Inc. App store following the App Store regulations and processes. Output will be the successful inclusion of the Safe App in the Apple Inc. App Store.
  • Working with MoWA, CHC, UNFPA, Glean and other partners, develop a clear pathway including budget and staffing needed within the MoWA to enable the ministry to take on all aspects of managing the Safe App moving forward.  This “ handover plan of the Safe App” will, include detailed requirements for hardware and software infrastructure, timeframes of actions, budget needed for storage, App store fees and other annual costs, costs of upgrading systems, troubleshooting, maintenance etc, human resources, training strategy, including materials and tools, that all need to be in place prior to handing over the Safe App. This handover plan will also include advice on ownership transfer, server installation and other matters that need to be in place to ensure a proper handover of the Safe App. Output: A detailed plan and budget for hosting the Safe App for the MoWA that includes options and short, medium and long term needs.
  • Technical support, mentoring and training for implementing the Safe App for 5 months (01 August 2025 to 31 December 2025), this includes providing support to the project team (UNFPA, CHC, and MoWA) on the technical communications with the software consulting firm, but also providing mentoring and training on trouble shooting, monitoring and maintaining the Safe App to MoWA staff. Outputs: five months of technical support, at least 2 training sessions provided. Mentoring support of 20 hours over the five months. Final report to CHC and UNFPA.
Requirements - Skills, Qualifications, Experience
  • For this consultancy, it is expected that the individual consultant will have the following skills and experience:
  • Experience managing web application frameworks with five years plus experience (Node.js, Django, Ruby on Rails, Java Springboot, etc.) on cloud server (Amazon, Microsoft Azure, Google Cloud Platform, etc.).
  • Experience managing apps on the Play Store and App Store with a strong understanding and knowledge of store policies, compliance, and guidelines.
  • Experience with security auditing and penetration testing for mobile and web applications.
  • Experience with disaster recovery and system continuity planning for mobile and web applications.
  • Relevant certifications in cloud platforms or DevOps practices for mobile and web applications.
  • Exceptional analytical and problem-solving skills with a proactive approach to identifying and resolving issues.
  • Excellent verbal and written communication skills, with the ability to articulate complex technical concepts to both technical and non-technical stakeholders.
  • Demonstrated leadership abilities, including guiding technical teams, fostering collaboration, and mentoring teams, especially in government officers and/or agencies.
  • Strong interpersonal skills and be results-oriented with the courage to overcome challenges.

The consultant will directly communicate and report to the CHC focal point. CHC will work in tandem with UNFPA who will provide review and oversight of each deliverable. CHC will establish a small review team which includes UNFPA and MoWA.
