About Marie Stopes International Cambodia

Since 1998, Marie Stopes International Cambodia (MSIC) has established itself as one of the leading and most trusted providers of comprehensive sexual and reproductive health (SRH) services, specializing in safe abortion and contraception. MSIC has a network of 8 clinics located in Chbar Ampov, Sen Sok, Takhmao, Battambang, Siem Reap, Svay Rieng Kampong Thom and Poipet, and setting up another clinic at Kirirum.

To bridge the gap of access for people in provinces without MSIC clinics, MSIC works with 30 community-based midwives called Marie Stopes Ladies to provide contraception and safe abortion services to women and girls in their communities. In addition to these service delivery approaches, MSIC also engages in activities to ensure women have the information they need to make the choices right for them. MSIC operates a Contact Centre which provides SRH information, counselling and referrals for services via phone, email and social media. MSIC communication activities focus on addressing harmful norms and dismantling taboos which are a barrier to service access. MSIC is a long-term partner of the Royal Government of Cambodia.

Duration: 22 working days (June to August 2026)

Objectives

MSIC strives to communicate with every group of people and every community with care and respect to ensure that we’re not offending or causing harm to any vulnerable group. Therefore, the language that we use in every piece of our communication, whether it’s internally or externally, must be inclusive. 

MSIC is looking for a consultant to review the first edition of Inclusive Language guide and finalize it as a second edition for MSIC staff and partners to use as a reference document for communication. This scope of work also includes participating in accessibility and disability audits as a representative of OPDs and people with disabilities, including individuals who use wheelchairs, crutches, or have visual impairments. A Consultant will work with MSIC Program Manager with the support from the Senior Management Team to deliver the assignment.

Scope of work

The Consultant will be responsible for the following tasks:

  1. Review of the first edition of inclusive language guide;
  2. Engage and facilitate with key stakeholders, National stakeholders, NGO partners working in the context of diversity and inclusion or individual who have expertise on this context to gather insights and feedback for the update;
  3. Incorporate feedback for the second edition of the guide;
  4. Facilitate Physical/Environmental and Communication Accessibility Assessment for one of the MSIC centers
  5. Walk through 8 MSIC centers and provide recommendation from an accessibility perspective. Produce report outlining the recommendations from the accessibility audit.

Submission Requirements

Prospective consultants are invited to submit a proposal that includes the following components:

  • Description of Proposed Approach
  • A brief explanation of how the consultant intends to carry out the review, stakeholder engagement, drafting, and finalization of the Inclusive Language Guide.
  • Approach for participating in and supporting the accessibility and disability audit.
  • Summary of Relevant Experience
  • Evidence of previous work related to disability inclusion, inclusive communication, accessibility audits, DEI, or similar assignments.
  • CV(s) of the consultant or team members (if applicable).
  • Workplan and Timeline
  • A short workplan outlining key activities and timelines demonstrating the ability to complete the assignment within 22 working days and before 30 August 2026.
  • Proposed Budget
  • A cost estimate covering consultancy fees and any other related expenses.
  • Budget should be inclusive of applicable taxes and presented in USD.
  • References (optional but recommended)
  • Contact details of at least one previous client or organization for whom similar work was completed.
