Banteay Srei (Citadel of Women) is a registered Cambodian NGO with over twenty years of experience working with poor and poorest vulnerable Cambodian women and communities in rural areas to promote women in political, economic, and social development. Banteay Srei organization evolved from the International Women’s Development Agency (IWDA), an Australian NGO, and has become a leading Cambodian NGO in the areas of building women’s leadership in rural areas, strengthening women’s participation in local community development processes, promoting gender equality and women’s rights, and increasing community action on positive gender relations and against gender-based violence in Siem Reap and Battambang.

Banteay Srei (BS) has over 25 years of experience in implementing program activities that promote gender equality and empower women in leadership through different approaches. More importantly, BS works through community-based organizations (CBOs) to increase the communities' knowledge and understanding of their rights and the role of duty bearers, focusing on raising the level of accountability in the development process among rights holders and duty bearers. Understanding their rights is central to the empowerment of vulnerable people, with particular attention to building peace, address discrimination, promoting equality, and equity while assisting communities to analyze and challenge the existing harmful power imbalances.

Banteay Srei's program approach is rooted in feminist principles that prioritize women's agency, empowerment, and leadership to achieve meaningful and sustainable change. Through a community-based approach, and rights-based approach – the organization ensures that its initiatives are participatory, inclusive, and responsive to the needs of the women, youth, and marginalized groups we serve.

Summary

Reporting to: Regional Hub Coordinator and Networking & Advocacy Coordinator

Length of assignment: July 2026 to April 2027

Objective of the Consultancy

Documentation of Banteay Srei’s program model and implementation approach. Evaluation of the program, including participatory assessments with the network of community-based groups, will provide further evidence for the intervention logic. The synthesis of the information into a handbook will improve future iterations of the implementation. Moreover, it provides the means for disseminating the rationale of a successful approach to other organizations in the field.

Proposed Methodology

The documentation will be conducted using a practice-based knowledge approach, engaging the project’s beneficiaries and stakeholders in every step of the research process, including desk review, data collection, analysis, and produce final products in English and Khmer.

Expected Deliverables

  • Deliverable 1: Documentation of Banteay Srei’s GBV Prevention Program Model
  • Deliverable 2: Completion of Data Collection and Evaluation of the Intervention Logic
  • Deliverable 3: Production of Practice-Based Knowledge Product Handbook covering Banteay Srei’s GBV Prevention Program Model and the Evaluation of the Intervention Logic

Key Timelines and Milestones

The assignment is planned to be completed from July 2026 to April 2027. This includes the recruitment of individual consultant or consultant team and the production of the final practice-based knowledge product.

Arrangement

The consultant will work under the supervision of Regional Hub Coordinator and Networking & Advocacy Coordinator, with support from the M&E Coordinator. The consultant will bring his/her own personal computer to conduct this assignment.

Eligibility

  • Education:
  • At least master’s degree in development studies, policies, gender, advocacy, or other related disciplines.
  • Experience:
  • At least five years of relevant professional work experience in gender and gender-based violence.
  • Experience in conducting program evaluation, field work, or desk research focused on gender transformative practice in the field of gender-based violence (GBV), or violence against women in the private and public sphere and other related issues.
  • Experience working in consultation with government actors and development partners.
  • Experience providing training and organizing workshops.
  • Competencies:
  • In-depth knowledge and understanding of the social, cultural, and political context of Cambodia – especially gender and gender-based violence.
  • Solid experience in undertaking research in coordination with the government and NGOs in Cambodia would be an asset
  • Familiarity with practice-based knowledge (PBK) approach
  • Fluency in English and Khmer (both oral and written)
  • Excellent skills in planning, goal-setting and prioritization
  • Proven technical knowledge violence against women and girls, GBV, gender analysis and the design of participatory assessments and consultations
  • Excellence communication and interpersonal skills
  • Passionate about gender equality and women’s empowerment, with a strong motivation and determination to improve outcomes for women
  • Collaborate with team members to complete tasks efficiently and support organizational objectives.
