About SOGE: Solar Green Energy (Cambodia) Co., Ltd called “SOGE”, registered in December 2013 to work in the Renewable Energy Sector, especially in the Solar Energy field, aims to increase the use of green energy in an area of Cambodia. SOGE, a private company specializing in clean energy products, has identified three main challenges in Cambodia. Firstly, 80% of people in rural areas lack access to clean energy or the grid. Secondly, the cost of electricity in Cambodia is higher compared to neighboring countries. Lastly, there is a high cost associated with water for agricultural irrigation due to outdated pumping techniques that rely on fossil fuels, leading to CO2 emissions. For nearly 20 years, SOGE has been actively addressing these issues by promoting clean energy technologies and supporting smallholder farmers. SOGE’s efforts have resulted in increased productivity, cost savings, improved income generation, and overall well-being of farmers.

About the Influencing Just Energy Transition (IJET) project: The Influencing Just Energy Transition (IJET) Project of Oxfam funded by the Australian Aid is designed to ensure that the global shift from fossil fuels to renewable energy is fair, inclusive, and people centered. It focuses on influencing energy and climate policies across Asia so that governments, financial institutions, and corporations embed justice and equity into their transition strategies. The project emphasizes that energy transitions must not only reduce emissions but also protect vulnerable communities, workers, women, Indigenous peoples, and rural populations from being left behind. In Cambodia, IJET project led by Oxfam in Cambodia and has worked closely with local organizations to highlight the importance of affordable, reliable, and sustainable energy access, aligning national goals with broader justice-oriented frameworks. Ultimately, the project seeks to transform energy systems in a way that addresses inequality while accelerating climate action.

Location of Assignment:

Phnom Penh with traveling to the two solar stations in Battambang province:

  • Wattamim Commune, Sangke District
  • Chhaeng Meanchey Commune, Banan District

Reports To: SOGE and work closely with SOGE team members, relevant project partners and 3 to 5 community leaders for each station.

OBJECTIVE OF THE ASSIGNMENT

This assignment aims at:

  • Developing simple but standard financial bookkeeping guidelines for the community.
  • Developing a process workflow for recording financial documents.
  • Checking existing bookkeeping template and training entry data into the computerized bookkeeping template.
  • Developing a reporting template to present financial report to relevant key stakeholders.
  • Developing revenue-based budget plans template for communities
  • Training the community to understand the new guidelines and how to record data transparently.

SCOPE OF WORK

The selected consultant will work closely with SOGE team members, relevant project partners, and community committees in the Wattamim Water User Community (Sangke District) and the Punleu Chaeng Meanchey Agricultural Cooperative (Banan District), Battambang Province. The assignment will focus on supporting financial management and bookkeeping training for both communities as part of capacity building efforts, helping to establish a strong foundation for long-term sustainability.

The consultant(s) expected to deliver the following scope of work:

  • Conduct field visits and interviews with the SOGE team members to understand the previous community workflow and identify existing gaps in bookkeeping before starting the assignment.
  • Complete developing workflow of recording financial documents and financial bookkeeping guideline for community
  • Complete developing a reporting template for community to present financial report to relevant key stakeholders.

Eligibility

  • Degree in master’s in accounting and finance.
  • Experience in working in accounting/ finance over 5 years
  • Familiar with working developing financial/ accounting guidelines, template of bookkeeping.
  • Good understanding of stakeholder involvement and decentralization program and
  • Strong verbal and written communication skills in English and Khmer.
