In Cambodia since 1973, CARE implements 10 projects yearly, benefiting 250,000 direct participants, with a emphasis on gender equity and climate resilience.

Ratanakiri Province, one of Cambodia’s most climate-vulnerable regions, faces recurrent floods, droughts, and systemic challenges for indigenous communities (e.g., Tumpuon, Kreung). Limited government capacity and environmental degradation exacerbate risks for these groups, who rely on rain-fed agriculture and forest resources.

The current project – Community Action for Resilience and Risk Reduction in Cambodia (CARRC) – funded by the Czech Ministry of Foreign Affairs, aims to strengthen disaster resilience and improve climate-adaptive WASH services in vulnerable districts of Ratanakiri province. The project integrates gender-responsive approaches, participatory risk assessments, and institutional capacity development.

To support implementation, CARE Cambodia seeks an experienced consultant to serve as the Project Officer – WASH/DRR, leading field-level coordination, capacity building, and community engagement over the project period.

Bid Components

Consultant for Project Officer-Wash-DRR

Objective:

The consultant will:

  • Oversee day-to-day implementation of DRR and WASH activities.
  • Ensure alignment with project timelines, budgets, and donor requirements.
  • Facilitate coordination with government partners, communities, and CARE teams.
  • Monitor progress and document lessons learned.

Scope of Work:

Key Responsibilities:

  • Project Implementation:
  • Lead activities under Output 1.1 (DRR capacity-building workshops, localized frameworks, coordination meetings).
  • Supervise Output 2.1 (WASH infrastructure rehabilitation, hygiene kit distributions, community training).
  • Lead activities under Output 3.1 (climate-resilient agriculture training, Village Savings and Loan Associations).
  • Lead activities under Output 4.1: ensure increased participation and leadership of women in DRR activities.
  • Stakeholder Engagement:
  • Liaise with the National Committee for Disaster Management (NCDM), Provincial Departments, and local NGOs.
  • Ensure inclusive participation of women, PWDs, and indigenous groups.
  • Monitoring & Reporting:
  • Track indicators using CARE’s MEAL framework.
  • Submit biweekly progress reports and a final consultancy report.
  • Risk Management:
  • Address operational challenges (e.g., weather delays, community participation barriers).

Timeline:

  • Timeline: 1 June – 30 November 2025 (full-time, 40 hours/week).
  • Remuneration: Competitive, based on experience (to be negotiated).
  • Logistics: CARE will cover in-country travel; consultant arranges own accommodation.

Bidder Eligibility

  • The ideal consultant should possess the following qualifications:
  • Education: Master’s degree in DRR, WASH, Development Studies, or related field.
  • Experience:
  • 5+ years managing DRR/WASH projects in Cambodia/Southeast Asia.
  • Proven track record in community mobilization and government collaboration.
  • Familiarity with Sendai Framework, SPHERE standards, and gender-sensitive approaches.
  • Skills: Fluency in English; Khmer language skills preferred.

Selection Process:

The selection process will include a review of all submitted applications, interviews with shortlisted agencies, and reference checks. The agency that best demonstrates its ability to meet the primary objective of this consultancy (within the proposed timeframe) with the most relevant qualification and experience will be selected.
