Consultant for Project implementation

Position Summary

THE OPPORTUNITY

This role is responsible for collaborating with implementing partners in Cambodia to plan and execute FHF Cambodia’s projects in alignment with The Foundation’s strategic objectives.

TIMEFRAME

Contract Service Period: 23 months, with the possibility of extension.

Duties & Responsibilities:
  • Coordinate program and project activities to ensure implementing partners achieve agreed objectives and outcomes, in alignment with project design documents, Annual Partnership Agreements, work plans, and budgets.
  • Support partners in the timely mobilization of goods, commodities, and services required to initiate and complete project activities.
  • Ensure the timely submission of high-quality reports from partners, including accurate data entry and validation.
  • Review and approve requisitions to confirm alignment with planned and budgeted activities.
  • Contribute actively to the development of project proposals and design documents.
  • Provide guidance to implementing partners to ensure adherence to The Foundation’s program implementation, financial management, and compliance procedures.
  • Monitor and evaluate project implementation to track progress toward intended outcomes.
  • Assist partners in preparing and monitoring annual financial budgets, including reviewing partner advances and settlements, ensuring timely submission of financial reports, and overseeing the appropriate use of project assets in accordance with Foundation policies.
  • Collaborate closely with relevant program team members to oversee project activities, including conducting regular field visits to project sites.
  • Represent The Foundation in meetings at the provincial and district levels.
  • Identify and recommend new strategies or approaches, and document lessons learned to support continuous improvement.
  • Collect data to develop case studies and beneficiary testimonies.
Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in health, development, or a related field is preferred.
Skills & Knowledge:
General & Technical Skills
  • Demonstrated experience in project implementation and management, including the development and monitoring of budgets.
  • Proven track record in implementing health-related projects and achieving targeted outcomes.
  • Proficiency in computer applications such as Microsoft Word, Excel, PowerPoint, and internet-based tools.
  • Willingness and ability to travel frequently to provincial locations for on-site quality assurance and project oversight.
Soft Skills
  • Strong ability to influence and collaborate effectively with partners and stakeholders.
  • Experience in managing outcomes through partnerships and maintaining productive relationships with key stakeholders.
