Food for the Hungry Cambodia (FH Cambodia) and Baptist World Aid Australia International (BWAA) are looking to hire an experienced evaluation consultant to support the design and completion of an end-of-phase process evaluation.

Food for the Hungry is a Christian humanitarian aid and global development organization that designs, develops and delivers solutions for more than 50 years so that children, families and communities can flourish. In Cambodia, FH started working in Cambodia in 1990, providing relief to internally displaced people during the civil war and shifting to sustainable development work as the country stabilized. Currently walking with rural communities located in five northern Cambodia districts include Puok, Trapeang Prasat, Banteay Ampil, Chong Kal, and Samroang — seek to address the complex issues of poverty in Cambodia through “healed, thriving, and abundant communities living in harmony”, with four success factors: 1) upholding the dignity of oneself and others; 2) building inclusive, forgiving, and reconciled communities; 3) ensuring the socio-economic and physical well-being of all; and 4) bringing changes in the beliefs and behaviours, systems, structures, and practices amongst their partner communities. 

BWAA is an international non-government organisation based in Australia that partners with local organisations across south and south-east Asia, the Pacific, sub-Saharan Africa and the Middle East, supporting projects that work with communities – women, men, youth and children – to help them design lasting solutions to the problems of poverty and injustice they have identified in their community.

The evaluation consultant will be responsible for the whole process of evaluation included design the evaluation methodology, data collection, data analysis and the evaluation report. The expectation, and other support need could be discussed and negotiated during the recruitment process.

Summary

Description of project being evaluated:

Food for the Hungry Cambodia (FH Cambodia) in partnership with Baptist World Aid Australia (BWAA) has been implementing a Children, Youth and Communities for Change (CYCC) project in northern Cambodia since January 2020. This project was designed according to the BWAA CYCC program framework and in line with the Food for the Hungry Child Focused Community Transformation (CFCT) approach.

The CYCC Project is an integrated community development project through which FH Cambodia walks alongside communities to equip and empower community leaders to facilitate transformative solutions to address issues surrounding their own communities. These solutions will be designed to be sustained by the communities itself, enhance local skills and prioritise the active engagement of children, youth and households of the target communities.

The project is being implemented in 13 communities in Beng Commune, working with adults, youth, and children (particularly those considered most vulnerable) aim to see the well-being of children and youth as a core driving force for the project. The project also prioritises the active participation of children and youth in project activities and in decision-making about things that affect them. The project works across the four key thematic domains of education, health and nutrition, livelihoods and resilience, and protection.

FH is using a phased-in approach, following a nine year-implementation plan. There are three phases with three years in each phase (i.e. Phase 1: Fiscal Year 2021- Fiscal Year 2023; Phase 2: Fiscal Year 2024-Fiscal Year 2026; and Phase 3: Fiscal Year 2027-Fiscal Year 2029), excluding year zero (Fiscal Year 2020).

The project works across the four key thematic domains of education, health and nutrition, livelihoods and resilience, and protection, with other crosscutting themes such as gender, people with disabilities, and disaster risk reduction.

Eligibility

  • The Evaluation Consultant must demonstrate strong technical expertise, relevant sector experience, and a commitment to high ethical standards. Candidates must provide evidence of how they meet these essential criteria in their application. The essential criteria include:
  • The consultant shall have at least 5 years’ experiences in leading evaluation of project/programme in Cambodia context including quantitative and qualitative data collection.
  • Proven experience and evidence of successfully undertaking similar project or programme evaluations, including the delivery of high-quality evaluation reports.
  • Substantial knowledge and experience within the international development in various sectors such as of education, health and nutrition, food security, livelihoods and resilience, child and youth development, and protection, with other crosscutting themes such as gender, people with disabilities, and disaster risk reduction.
  • Demonstrated experience working in, or conducting evaluations within, the same or a similar geographic, cultural, or socio-economic context.
  • Proven experience conducting evaluations of child- and youth-focused projects, including the application of safeguarding and ethical considerations.
  • Experience working with faith-based organisations, churches, and community-based groups, with an understanding of their structures and values.
  • Strong analytical and research skills, with evidence of applying rigorous and ethical research and evaluation methodologies (both qualitative and quantitative).
  • Familiarity with relevant tools and technologies, including data analysis software such as Advanced Excel, SAS, SPSS, and other programs, presentation software, and, where appropriate, programming languages relevant to data management and analysis.
  • Excellent written and verbal communication skills, including the ability to produce clear, concise, and well-structured reports in English (and other relevant languages, if required).
  • Strong stakeholder engagement and facilitation skills, including the ability to conduct interviews, focus group discussions, and participatory workshops.
  • Demonstrated ability to be flexible, adaptive, and responsive to changing project contexts and timelines.
  • Strong organisational and time-management skills, with the ability to meet deadlines and manage competing priorities.
  • Commitment to safeguarding, confidentiality, and “do no harm” principles in all evaluation activities.

Submission Requirements

Interested evaluator(s) are requested to submit an expression of interest which includes:

  • A current Curriculum Vitae (CV) outlining relevant qualifications and professional experience;
  • A statement clearly addressing how the applicant meets the essential criteria;
  • Contact details of at least two professional referee;
  • Proposed professional fees, including a clear breakdown where applicable;
  • An example of a previous evaluation report developed by the applicant (preferably relevant to similar projects or contexts);
  • A draft evaluation plan, which includes:
  • Details of the project to be evaluated;
  • The purpose and objectives of the evaluation;
  • Key evaluation questions and sub-questions;
  • Identification of key stakeholders;
  • A proposed methodology, including data collection approaches and tools, a detailed data analysis plan, data sources (both quantitative and qualitative), and a description of how findings will be verified. The methodology should also specify the approach for reporting BWAA impact indicators;
  • A risk management plan for the evaluation, including a child safeguarding risk assessment;
  • Details of the resources required to undertake the evaluation;
  • A detailed timeframe outlining key activities and deliverables;
  • An overview of how attribution will be measured, where possible;
  • Details regarding translation requirements, if applicable, and an explanation of how the evaluation findings could be used to inform learning and future programming;
  • Any additional information the evaluator considers relevant to support their application.
