HelpAge Cambodia (HAC) is a Cambodian non-governmental organization that works with and for elderly people. HAC began its work in 1992 in Battambang Province as part of the global network HelpAge International. In 2012, HAC has registered as a Cambodian (Local) NGO with the Royal Government of Cambodia. HAC is committed to a society in which all older people can live a dignified, active, healthy and safe life. The mission of HAC is to work for and with marginalised older people to express their concerns and needs for rights to health care, social services and economic and physical security, and to promote active contribution and equal participation of older people in society.

HAC has five main working areas (1) Health and care, (2) Livelihood and income security, (3) Social inclusion, (4) Climate change adaptation and disaster risk reduction, and (5) Voice and advocacy for the rights of older people through working with the Older People Associations (OPAs) mechanism. OPA is community-based organisations working for the well-being of older people and their communities. They are regarded as sustainable, self-governing and multifunctional organisations that aim to promote equal and inclusive development. They secure livelihoods, improve health care, promote participation in community life and participatory processes with local governments (as in disaster control). OPAs are set up at village level and comprise 45-100 members, of whom about 70% to 80% are older people and 60% are women. They are participatory and decide democratically on their statutes and structure.

About Assignment

Purposes

Purpose of this project evaluation assignment is to assess the project regarding its outputs and outcomes in comparison with its original targets and review the implementation processes and determine the extent of results achieved with the view of providing feedback, lessons, and recommendations for future project proposals and improving project quality and implementation processes. The evaluation findings may be used in the planning and implementation of related or follow-on projects and in developing lesson learn, policy proposals and in strategic reviews.

Scope of works:

This evaluation assignment consists of endline survey and evaluation the project. HAC conducted one baseline survey in 2022 for this project. Baseline report, Project Interim Reports, and the Impact matrix document will be provided to the Evaluator/Consultant who will be selected for this assignment.

The evaluation will examine the following aspects:

  • Did the project completed all activities and reached the expected number of outputs?
  • To assess the skills and knowledge of partners and targeted beneficiaries with regard to their levels of applying the learnt effective strategies to address the need for older people and their communities.
  • To determine the relevance, effectiveness, efficiency, impacts, coherency and sustainability of the program achieved by the end the project.
  • To document lessons learnt and good or best practices and to explore good learning and significant changes achieved by the BMZ project for sharing to partners, stakeholders and also for describing possibilities of scaling up this project for the future.

Bidder Eligibility

  • Qualification of Consultant
  • Regardless their nationality, qualified consultant should:
  • Hold MBA in social development or relevant skills (for both individual or team)
  • Have experience with conducting project baseline, endline, and/or evaluation study
  • Have experience with working with self-help groups, community development
  • Well understand about issues and policies related to vulnerable and marginalized groups, especially older people, older women and people living with disability.
  • Provide very clear and good proposal that aligns with expectation of the assignment and also very competitive budget.
  • Proof references related to past research or journal writing
  • Be able to conduct field data collection, especially able to develop and use online data collection application such as Kobo Tool box
  • Be very good at English writing, reading and speaking (as reports are required in English)
  • Be able to start the assignment by 6 June 2025 and finish by 11 July 2025
  • Knowledge/experience related to ageing topics will be an added advantage
  • Preferable local expertise, based in or from the project area

Interested consultant should submit following information:

  • Letter of interest and curriculum vitae detailing core competencies and relevant work experience.
  • A list of previous assignments (experience) highlighting the similarity with requirement
  • A detailed assignment proposal including workplan and timeline, a budget breakdown which includes see number of unit, unit rate and taxes; and with four main lines: (a) professional fees, (b) administrative fees, (c) field visit costs, and (d) all other necessary costs CVs of the consultant(s) who will undertake the study
  • At least one references should be presented in the submitted CV
  • Inform earliest available date to start the assignment
