Consultant for Online Child Sexual Exploitation Data Collection
OBJECTIVES OF THE CONSULTANCY
The objective is to conduct data collection and provide critical insights on Online Child Sexual Exploitation to advocate for the formulation of effective policies and laws that address existing gaps in OCSE-related practices.
DELIVERABLES
The Consultant will deliver the following outcomes:
- Project Objectives and Scope Document: An inception report outlining the clear objectives and dimensions related to Online Child Sexual Exploitation, with a focus on emerging trends in Cambodia.
- Data Collection Report: A zero draft report compiling all relevant datasets, reports, and studies on OCSE, including data from INHOPE/APLE hotlines, NCMEC, global online platforms, and law enforcement case studies.
- Stakeholder Engagement Summary: Documentation of engagements with key stakeholders, including a summary of identified data needs.
- Qualitative Insights Report: A first draft report summarizing findings from key informant interviews and questionnaires, providing qualitative insights into OCSE and actionable recommendations for legislative changes that address gaps in existing OCSE-related laws, policies, and practices. This draft will be treated as a complete report for internal review and stakeholder feedback
- Final Report: A revised and finalized report incorporating feedback received, ready for distribution.
- Presentation Materials: Prepared presentations and supporting materials for APLE to use in advocating for legislative changes with government bodies.
DURATION AND LOCATION
The consultancy will span from June 9 to July 11, 2025. The work will primarily be conducted in Cambodia with potential for remote engagements as necessary.
- The consultant will be responsible for the following tasks:
- Work with APLE to define clear objectives and dimensions related to Online Child Sexual Exploitation to guide the project's focus and activities. Concentrate data collection on emerging trends in Cambodia, such as AI-generated imagery, grooming, sextortion, and online platforms that frequently enable the proliferation of Child Sexual Abuse Material.
- Identify and review relevant datasets, reports, and studies on OCSE to ensure comprehensive data collection, incorporating both local and international perspectives. This includes data from sources like INHOPE/APLE hotlines, NCMEC, global online platforms such as Meta and TikTok, and law enforcement case studies focusing on Cambodian cases and trends.
- Collect and update data to provide an up-to-date understanding of OCSE by comparing recent findings with the 2022 Disrupting Harm Study in Cambodia. Focus on areas such as OCSE reporting, law enforcement capacities, case referral, and victim support.
- Engage with key stakeholders, including government officials, NGO representatives, and industry experts, to identify specific data needs.
- Develop questionnaires and conduct key informant interviews to gather qualitative insights.
- Compile and analyze findings from the data collection process to formulate actionable recommendations for legislative changes aimed at addressing gaps in existing OCSE-related laws, policies, and practices.
- Circulate the draft report to facilitate internal review and gather stakeholder feedback for data validation and accuracy of findings.
- Revise the draft report based on feedback received and finalize the report for distribution.
- Support APLE in preparing presentations for government bodies to advocate for legislative changes, using evidence gathered
- The ideal consultant will have:
- Extensive experience in research and analysis related to child protection and online child sexual exploitation.
- A strong understanding of the Cambodian context regarding OCSE.
- Proven ability to engage stakeholders and conduct qualitative research.
- Excellent communication and presentation skills.
