Announcement Description

Online Child Sexual Exploitation (OCSE) represents a growing form of child sexual abuse and exploitation in Cambodia and globally, facilitated by the internet, utilizing websites, social media platforms, and digital apps. It encompasses the production and distribution of child sexual abuse material online, the grooming of potential child victims with the intent of sexual exploitation, the sexual extortion of children, and live online child sexual abuse.

Cambodia has experienced a dramatic expansion in mobile internet connectivity, social media usage, and technological adoption in recent years. As internet-capable devices become more available and affordable, their prevalence in low-income communities poses significant risks for children and young people, who are often internet users and active participants on social media platforms.

Despite these developments, little is known about the prevalence and impact of OCSE in Cambodia. The Cambodian Government’s Action Plan to Prevent and Respond to OCSE (2021-2025) highlights clear gaps in legislation, law enforcement capacity, community awareness, and private industry response to OCSE.

To tackle these challenges, we are looking for a consultant to conduct data collection focused on understanding the persistent challenges and emerging trends of OCSE. The aim is to support the development of complementary policies and laws that address existing gaps in effective practices. The consultancy will specifically concentrate on emerging trends, including AI-generated imagery, grooming, sextortion, and the role of online platforms in the proliferation of Child Sexual Abuse Material (CSAM).
