Compassion International in Cambodia is a Christ-centered, child-focused, and church-driven ministry committed to releasing children from poverty in Jesus’ name. Compassion International in Cambodia currently works with local church partners across multiple provinces to support holistic child and youth development.

The Youth Empowerment Program (YEP) is a four-year initiative (March 2024 – February 2027) implemented through 8 Frontline Church Partners (FCPs) in Phnom Penh, reaching approximately 240 vulnerable youth (ages 15–18) annually. The program integrates discipleship and spiritual formation with life skills, leadership development, computer literacy, vocational skills, and employability preparation.

Compassion International in Cambodia seeks an independent consultant with experience working with Christian INGOs to conduct a Mid-Term Review of YEP to assess progress, innovation, effectiveness, and emerging impact, and to generate learning for program strengthening and strategic decision-making.

Purpose of the Consultancy

The purpose of this consultancy is to conduct a mid-term review of the Youth Empowerment Program to:

  • Assess program relevance, effectiveness, and innovation
  • Identify early outcomes and emerging impact on youth and stakeholders
  • Generate lessons learned and practical recommendations for program improvement, sustainability, and potential scale-up

Scope of Work

The consultant will:

  • Review YEP implementation from March 2024 to mid-term 2026
  • Assess program design, theory of change, and implementation quality
  • Examine progress toward intended outcomes across spiritual growth, wellbeing, agency, and self-sufficiency
  • Engage key stakeholders including youth participants, caregivers, church leaders, mentors, and Compassion staff
  • Analyze sustainability and replication potential of the program model

Methodology

The consultant is expected to apply a participatory mixed-methods approach, including:

  • Desk review of program documents and monitoring data
  • Quantitative surveys with youth participants
  • Focus Group Discussions (FGDs)
  • Key Informant Interviews (KIIs)
  • Case studies / Most Significant Change stories

Key Deliverables

  • Inception Report (methodology, tools, timeline, ethics)
  • Draft Evaluation Report with preliminary findings and recommendations
  • Final Evaluation Report incorporating feedback
  • 2-page Learning Brief / Presentation for leadership and donors

Budget and Payment

Applicants must submit a cost-effective and itemized budget covering professional fees, fieldwork, data collection, analysis, reporting, and dissemination.

Payments will be made upon satisfactory completion and acceptance of deliverables.

Eligibility

  • Required Qualifications and Experience
  • Master’s degree in development studies, education, social sciences, theology, or a related field
  • Minimum 5 years of professional experience in youth development, community development, or church-driven programming
  • Proven experience conducting at least three program evaluations
  • Strong skills in participatory and mixed-methods evaluation
  • Demonstrated ability to assess innovative or integrated programs
  • Experience in Cambodia or similar contexts is an advantage
  • Alignment with Christian values and sensitivity to church-led contexts
