Introduction

CARE is an international development organization fighting global poverty with a special focus on working with women and girls to bring sustainable changes their communities. CARE has been working with Cambodians since 1973, with an office in Phnom Penh since 1991. Today, CARE focuses on empowering particularly marginalised and vulnerable women in Cambodia, including urban women who are marginalised by occupation, rural women who are denied multiple rights, and women and girls form ethnic minorities.

Project information

The five-year Strengthening Inclusive Services for Indigenous People (SISIP) project under the Australian government funded Australian-Cambodia Cooperation for Equitable Services – Phase 2 (ACCESS 2), aims to increase the voice and participation of GBV survivors and people with disabilities in Ratanak Kiri province, and the organisations that represent them, in the policy, budgeting, and planning processes, strengthen subnational GBV service provision, provide support and system strengthening to local authorities and the GBV Working Group, and ensure that relevant national and sub-national policies respond to the priorities and needs of these groups. CARE’s contribution to ACCESS 2 aims to increase the quality, inclusiveness, coordination, and awareness of GBV and disabilities services. The geographical focus of SISIP is in Ratanak Kiri province, covering nine administrative districts, 50 communes and 31 health services delivery points in the entire province.

Objective:

The GBV Response Working Group (GBV RWG) and the provincial government have requested support from development partners and stakeholders, particularly through CARE’s ACCESS2 initiative, to establish an OSSU within the referral hospital in Ratanakiri Province. This initiative aligns with the government’s commitment to combating GBV and ensuring that survivors, including those with disabilities, have access to the care and support they require.

The OSSU will be designed to provide a range of services, including patient registration, consultation, diagnostic services, and treatment, all under one roof. This integrated approach will streamline patient flow, reduce waiting times, and improve the overall efficiency of healthcare delivery for GBV survivors. By renovating an existing building within the hospital, the OSSU will create a safe, private, and dignified space for survivors to access the care they need.

Scope of Work:

The constructor will undertake the following tasks in close and regular liaison with the Project Manager during all phases of the renovation.

The expected tasks of the renovation of OSSU rooms focus on the following key activities:

  • Conduct wall repainting for two rooms
  • Renovating electrical system for two rooms
  • Preparing a new ceiling for two rooms
  • Install door and windows for one window and one door
  • Constructing ramps for people with disabilities for one place
  • Install hand washing facilities for one place.

Deliverables:

The Constructor will provide the following deliverables:

  • Renovate OSSU rooms in specific points and following the agreed design.
  • Follow the types and brands of construction materials and follow the agreed design.
  • Comply with the technical specifications and attached plans.

Timeline:

The constructor is expected to be conducted the process of renovation the two OSSU rooms for GBV Survivors at a Referral Hospital in Ratanak Kiri Province, Cambodia. The timeline for the renovation will be no later than June 30, 2025.

Time period: June 9 – June 30, 2025.

Bidder Eligibility

  • Qualifications:
  • The ideal constructor should possess the following qualifications:
  • At least 5 years experience relevant fields like construction management or engineering is often required. 
  • Strong understanding of construction methods, materials, and safety regulations. 
  • Significant experience in the construction, including construction management and oversight, is also essential.  
  • Proficiency in areas like project planning, scheduling, budgeting, and cost control is also crucial. 
  • Understand the ethical implications of their decisions and actions, ensuring they prioritize safety and project integrity. 
  • Effectively communicate with various stakeholders, including clients, contractors, and workers. 
  • Be aware of relevant construction laws, regulations, and safety standards and be able to lead and motivate teams, ensuring projects are completed efficiently and safely. 

Submission Requirements

Submission of Proposals:

Interested constructor should submit their proposals to email provided in the contact details by June 6, 2025. The construction application should be included:

  • Proposed activities and timeline.
  • Budget with a summary of costs
  • Information/achievement from previous construction.

Selection Process:

The selection process will include a review of all submitted applications, interviews with shortlisted agencies, and reference checks. The agency that best demonstrates its ability to meet the primary objective of this consultancy (within the proposed timeframe) with the most relevant qualification and experience will be selected.
